PREAMBLE
The citizens of Whitemarsh Township, Montgomery County, Pennsylvania, do adopt the following Home Rule Charter in accordance with the Constitution and the Acts of the General Assembly of the Commonwealth of Pennsylvania. The purpose of the Charter is:
a. To establish a form of government to provide for the health, safety and welfare of its citizens;
b. To provide a government responsive to the needs of the citizens;
c. To provide municipal services and facilities with the highest possible degree of efficiency and economy; and
d. To bring to the citizens of Whitemarsh Township the greatest grant of local self-government that a municipality can have in the Commonwealth of Pennsylvania.
