Applications for licenses and permits shall
be made as follows:
A. All businesses, firms, corporations or other commercial
entities which are in the business of owning, operating, maintaining,
installing, leasing or selling an alarm device or devices or system
of alarm devices who desire to conduct business in the City of Glen
Cove shall apply to the licensing authority for a business license
on a form to be supplied by the licensing authority. The applicant
must be fully and properly bonded. The application shall contain specific
provisions relating to the type, quality, reliability and performance
of the device or system of devices owned or to be operated, maintained,
installed, leased or sold by the business licensee, testing procedures
involved and other information the licensing authority shall determine
to be reasonably necessary to effectuate the purpose of this chapter.
Such application for license shall also include a description of the
alarm device or devices offered for sale or lease to the public, a
description of any services related to alarm devices offered to the
public, and, in the case of alarm companies with prior business in
the city, a complete list of the names and addresses of all persons
in the city to whom or for whom alarm devices have been sold and/or
who are under contract to the alarm business for alarm services. Such
business license shall be issued for a one-year period, on a calendar
year basis or part thereof, and no license shall extend beyond December
31 of each year. Notwithstanding this provision, a licensed alarm
business may conduct such business through January 31 of the year
following the expiration of the alarm business license.
B. Any person who is to be an alarm agent in the City
of Glen Cove shall be of good moral character. He or she shall apply
for and receive a revocable alarm agent license and identification
card. The application shall be made to the licensing authority. The
application shall contain the qualifications of the applicant as an
alarm agent and such other information as the licensing authority
shall determine to be reasonably necessary to effectuate the purpose
of this chapter. Such license shall be issued for a one-year period,
on a calendar year basis or a part thereof, and no license shall extend
beyond December 31 of each year. Notwithstanding this provision, a
person having an alarm agent license may act as such alarm agent through
January 31 of the year following the expiration of his or her license.
C. Application for alarm user permit.

(1) Any property owner or lessee of property in the City
of Glen Cove desirous of obtaining an alarm device shall apply to
the licensing authority for an alarm user permit, on a form designated
by the licensing authority. Such alarm user permit is nontransferable.
Such permit shall be applied for each alarm device. Such permit shall
be valid for a one-year period on a calendar year basis, expiring
on December 31 of each year. Notwithstanding this provision, a holder
of an alarm user permit may continue to operate his or her permitted
alarm system until January 31 of the year following the expiration
of his alarm user permit.
D. The following rules and regulations shall cover any
type of protective alarm system, whether audible or silent. The rules
and regulations pertain in any case where the Police Department or
Fire Department must respond to an alarm whether the system terminates
at the police headquarters or not. Every owner/lessee of an alarm
system or device must furnish the Glen Cove Police Department and
the Fire Department with a current list of information which states
the following:

(1) The type of alarm system.
(2) The name, residence address and telephone number of
lessee/owner and the nearest cross street of the building which houses
the alarm.
(3) The name, address and telephone number of any other
person at a different location who is authorized to respond to an
emergency and open the place where the alarm system is installed to
reset the alarm.
(4) In the case of a business location, the owner/lessee
shall provide the Police Department and Fire Department with at least
three persons to contact in case of an emergency and who have access
to the building.
