As used in this chapter, the following terms shall have the meanings
indicated:
Any liquor, beer, wine, spirits, cider or other liquid, patented
or not, composed of or containing alcohol or spirits, whether or not brewed,
fermented or distilled, and capable of being consumed by a human being.
The City of Glen Cove.
Any bottle, can, glass, cup or other receptacle of any kind.
Any public highway, street, alley, sidewalk, parking area or lot,
park or playground, public building, transportation facility, or any other
public facility or ground, whether vacant or improved, within the incorporated
boundaries of the City of Glen Cove.

No person shall consume any alcoholic beverage in any
public place within the City.
B.Â
No person shall have in his or her possession an open
or unsealed container of an alcoholic beverage while in any public place for
the purpose of consuming such alcoholic beverage by himself or by another
in any public place.
C.Â
It shall be unlawful for anyone to sell, provide, supply or give
alcohol to a person less than 21 years of age in any public place.

D.Â
It shall be unlawful for an owner, lessee, manager, or employee
of an establishment where alcoholic beverages are sold or given away to sell,
provide, supply or give such alcohol to a person less than 21 years of age.

E.Â
It shall be unlawful for a homeowner or person in charge of a
residence to sell to, provide, supply, give to, or permit the use of alcohol
at such residence by a person less than 21 years of age.

The foregoing prohibition shall not apply to consumption of an alcoholic
beverage or possession for the purpose of consumption in any public place
where the same is authorized by license or permit under the laws and regulations
of this state and under the regulations of the City, or a gathering or function
for which permission has been previously granted by the appropriate governing
body, board, agency or commission.
The possession by a person of an open or unsealed container containing an alcoholic beverage, while in or upon public land as described in § 79-2 herein within the City, shall be presumptive evidence that said container is possessed with intent to consume the contents thereof.

Notwithstanding any other provision of law, the Glen Cove Police Department
shall have the authority to enforce the provisions of this chapter in the
parking area and other lands located at 131, 133 and 135 Glen Cove Avenue.
