[HISTORY: Adopted by the City Council of the City of Glen Cove 8-25-1981 by L.L. No. 1-1981 as Ch. 63 of the 1981 Code. Amendments noted where applicable.]
This chapter shall be known and may be cited as the "Bicycle Ordinance of the City of Glen Cove, New York."
A. 
The parent of any child and the guardian of any ward shall not authorize or knowingly permit any such child or ward to violate any of the provisions of this chapter.
B. 
These regulations applicable to bicycles shall apply whenever a bicycle is operated upon any highway, upon private roads open to public motor vehicle traffic and upon any path set aside for the exclusive use of bicycles.
As used in this chapter, the following terms shall have the meanings indicated:
BICYCLE
Every two- or three-wheeled device upon which a person may ride, propelled by human power through a belt, a chain or gears, with such wheels in a tandem or tricycle, except that it shall not include such a device having solid tires and intended for use only on a sidewalk by preteenage children.
A. 
Required. It shall be unlawful for any resident of the city to operate, use or permit to be used or operated, or rent for use, any bicycle upon any of the public streets, highways, avenues, parks or public places within the limits of the city without first registering the bicycle with the Police Force and obtaining therefor a license to be attached to the bicycle.
B. 
Licenses. Bicycle licenses shall be numbered consecutively, with the words "City of Glen Cove" thereon, and shall be attached to the bicycle and shall expire three years after issuance.
C. 
Stamping on frame. A duplicate number of the bicycle license shall be stamped on each bicycle frame.
D. 
Fee. No fee shall be required for either the issuance of the license or the inspection and certification of the bicycle for which the license is sought.
It shall be unlawful for any person willfully or maliciously to remove, destroy, mutilate or alter the manufacturer's serial number stamped upon any bicycle frame. It shall also be unlawful for any person to remove, destroy, mutilate or alter any bicycle license or the duplicate bicycle number stamped on a bicycle frame pursuant to this chapter during the time in which the same shall be valid. If any changes or alterations are made on any bicycle license, said bicycle license shall be void. However, on the frames of bicycles where no manufacturer's serial number can be found, or on which said number is illegible or insufficient for identification purposes, a designated member of the Police Force shall stamp a set of registration numbers on said frame.
The Chief of Police shall have the authority to suspend or revoke the license of any bicycle licensed under this chapter which is operated in violation of this chapter or in violation of the Vehicle and Traffic Law of the State of New York. Such suspension or revocation shall be effected only after the licensee has been notified of such violation and given an opportunity to be heard with respect to the alleged causes for such suspension or violation.
Every bicycle used or operated in the city shall be inspected and examined at the Police Force headquarters or at any location designated by the Chief of Police, and no license shall be issued for any bicycle unless said bicycle shall have attached thereto the equipment specified in the Vehicle and Traffic Law, in working order.
Every person operating a bicycle upon a roadway shall have all the rights and shall be subject to all the duties applicable thereto as contained in this chapter and the Vehicle and Traffic Law of the State of New York, except as to those provisions of law and ordinances which by their nature can have no application.
A. 
No person shall operate a bicycle upon any sidewalk in any district zoned for business.
B. 
Right-of-way. Whenever any person is operating a bicycle upon a sidewalk, such person shall yield the right-of-way to any pedestrian and shall give an audible signal before overtaking and passing such pedestrian.

No person shall operate a bicycle, skateboard, scooter or similar mode of transportation on any sidewalk adjacent to any bridge or overpass within the City of Glen Cove.

A. 
The Police Force, or any of the members thereof, shall have the authority to impound and retain possession of any bicycle operated in violation of the licensing provision of this chapter and retain possession of the same until the license provided for herein is obtained by the owner of said bicycle, and the Police Force is authorized to collect a storage charge of $1 per week, unless said bicycle is called for by the owner and a bicycle license is obtained within five days.
B. 
The violation of any of the provisions of this chapter shall constitute a violation and shall subject the violator to a fine not exceeding $75.
