This chapter shall be known and may be cited as the "City of Glen Cove Boats, Docks, Waterways and Coastal Areas Ordinance."
As used in this chapter, unless the context or subject matter otherwise requires, the following terms shall have the following meanings:
ANCHORAGE
An area specifically designated in a notice to mariners or shown on a United States Coast and Geodetic Survey or other chart.
BOAT or VESSEL
Any watercraft powered by machinery or otherwise, or other contrivance capable of being used as a means of transportation in water, and shall include aircraft capable of landing on water.
CHANNEL SYSTEM
Main channels, cross channels connecting with them, basins and bathing areas.
CITY WATERS
All waters and waterways in the city, including harbors, inland lakes and ponds.
COMMISSION
The Harbor and Waterfront Development and Conservation Commission of the City of Glen Cove.
EMERGENCY REPAIRS
Repairs to existing structure caused by storm, high winds, high tides or other extraordinary events, or that which requires immediate repair.
HARBOR
Those bodies of water located entirely within the city and other navigable waters lying within the jurisdiction of the city.
LOCAL WATERFRONT REVITALIZATION AREA
That portion of the city, including harbor and waterways, lying within the coastal zone as defined by the New York State Coastal Zone Management Plan.
LOCAL WATERFRONT REVITALIZATION PLAN (LWRP)
A development and management plan, including policies approved by the City Council and the Department of State, relating to development within the local waterfront revitalization area.
MOORING
Anything to which a boat or vessel is fastened.
TEMPORARY PERMIT
A permit issued by the Harbormaster for emergency repairs to existing structures which is subject to subsequent ratification by the Harbor and Waterfront Development and Conservation Commission and approval by the City Council.
