It shall be the policy of the City Council to
conduct all business in regard to POTW operations in full disclosure
to the public.
The nature and requirements of all formal procedures
for applying for a permit, for requesting a permit under this Part
1 or for requesting a hearing shall be formulated by the city and
made available to any resident of the city upon request.
