A.
Double parking. Except when necessary to avoid conflict
with other traffic, or when in compliance with law or the directions
of a police officer or official traffic control device, no person
shall stop, stand or park a vehicle on the roadway side of any vehicle
stopped, standing or parked at the edge or curb of a street.
B.
Parking on crosswalk. Except when necessary to avoid
conflict with other traffic, or when In compliance with law or the
directions of a police officer or official traffic control device,
no person shall stop, stand or park a vehicle on a crosswalk.
C.
Blocking Driveway. Except when necessary to avoid
conflict with other traffic, or when in compliance with law or the
directions of a police officer or official traffic control device,
no person shall stand or park a vehicle, whether occupied or not,
except momentarily to pick up or discharge a passenger or passengers
in front of a public or private driveway.
D.
Within 20 feet of intersection. Except when necessary
to avoid conflict with other traffic, or when in compliance with law
or the directions of a police officer or official traffic control
device, no person shall stand or park a vehicle, whether occupied
or not, except momentarily to pick up or discharge a passenger or
passengers, within 20 feet of a crosswalk at an intersection, unless
a different distance is indicated by official signs, markings or parking
meters.
E.
Within 30 feet of traffic control device. Except when
necessary to avoid conflict with other traffic, or when in compliance
with law or the directions of a police officer or official traffic
control device, no person shall stand or park a vehicle, whether occupied
or not, except momentarily to pick up or discharge a passenger or
passengers, within 30 feet upon the approach to any flashing signal,
stop or yield sign or traffic control signal located at the side of
the roadway, unless a different distance is indicated by official
signs, markings or parking meters.
F.
Within 15 feet of fire hydrant. No person shall stop,
stand or park a vehicle within 15 feet of a fire hydrant, except when
such vehicle is attended by a licensed operator or chauffeur who is
seated in the front seat and who can immediately move such vehicle
in case of emergency, unless a different distance is indicated by
official signs, markings or parking meters.
G.
Improper parking. Except where angle parking is authorized,
every vehicle stopped, standing or parked partly upon a roadway shall
be so stopped, standing or parked parallel to the curb or edge of
the roadway. On a one-way roadway, such vehicle shall be facing in
the direction of authorized traffic movement; on a two-way roadway,
such vehicle shall be facing in the direction of authorized traffic
movement on that portion of the roadway on which the vehicle rests.
H.
Left side to curb. Except where angle parking is authorized,
every vehicle stopped, standing or parked wholly upon a one-way roadway
shall be so stopped, standing or parked parallel to the curb or edge
of the roadway, in the direction of authorized traffic movement, with
its right-hand wheels within 12 inches of the right-hand curb or edge
of the roadway, or its left-hand wheels within 12 inches of the left-hand
curb or edge of the roadway.
I.
Twelve inches from curb. Except where angle parking
is authorized, every vehicle stopped, standing or parked wholly upon
a one-way roadway shall be so stopped, standing, or parked parallel
to the curb or edge of the roadway, in the direction of authorized
traffic movement, with its right-hand wheels within 12 inches of the
right hand curb or edge of the roadway, or its left-hand wheels within
12 inches of the left-hand curb or edge of the roadway.
J.
Obstructing traffic. Whenever any police officer,
or in a City having a population in excess of one million any person
designated by the Commissioner of Traffic of such City, or on highways
under the jurisdiction of the New York State Thruway Authority, the
Office of Parks and Recreation, a county park commission, a parkway
authority, a bridge authority or a bridge and tunnel authority any
person designated by such office, commission or authority, finds a
vehicle unattended where it constitutes an obstruction to traffic,
or any place where stopping, standing or parking is prohibited, such
officer is hereby authorized to provide for the removal of such vehicle,
semitrailer or trailer to a garage, automobile pound or other place
of safety.
K.
Key in ignition. No person driving or in charge of
a motor vehicle shall permit it to stand unattended without first
stopping the engine, locking the ignition, removing the key from the
vehicle and effectively setting the brake thereon and, when standing
upon any grade, turning the front wheels to the curb or side of the
highway; provided, however, that the provision for removing the key
from the vehicle shall not require the removal of keys hidden from
sight about the vehicle for convenience or emergency.
L.
Abandoned vehicle. A motor vehicle shall be deemed
to be an abandoned vehicle if left unattended:
(1)
With no number plates affixed thereto, for more
than six hours on any highway or other public place.
(2)
For more than 24 hours on any highway or other
public place, except a portion of a highway or public place on which
parking is legally permitted.
(3)
For more than 48 hours, after the parking of
such vehicle shall have become illegal, if left on a portion of a
highway or public place on which parking is legally permitted.
M.
Parking on sidewalk. No person shall drive a motor
vehicle on or across a sidewalk, except that a vehicle may be driven
at a reasonable speed, but not more than five miles per hour, on or
across a sidewalk in such manner as not to interfere with the safety
and passage of pedestrians thereon, who shall have the right-of-way,
when it is reasonable and necessary:
(1)
To gain access to a public highway, private
way or lands or buildings adjacent to such highway or way.
(2)
In the conduct of work upon a highway, or upon
a private way or lands or buildings adjacent to such highway or way.
(3)
To plow snow or perform any other public service,
for hire or otherwise, which could not otherwise be reasonably and
properly performed.
N.
Parking in fire lanes. No person shall stop, stand
or park a vehicle adjacent to or along any curb or sidewalk wherever
a fire lane has been designated by either yellow striping or the posting
of a "No Parking - Fire Lane" sign.
O.
Parking commercial vehicles.

(1)
No person shall park a commercial vehicle on public streets between 12:00 midnight and 6:00 a.m. in any residential zoning district as described and contained in Chapter 280, Zoning, of the Code of the City of Glen Cove and the Official Zoning Map which is a part thereof.
(2)
No person shall park a commercial vehicle outdoors between 12:00 midnight and 6:00 a.m. in any residential zoning district as described and contained in Chapter 280, Zoning, of the Code of the City of Glen Cove and the Official Zoning Map which is a part thereof.
(3)
No person shall park a commercial vehicle in any municipal parking
garage between 12:00 midnight and 6:00 a.m.
(4)
No person shall park a commercial vehicle on any municipal-owned
property between 12:00 midnight and 6:00 a.m.
P.
Parking on lawns. No person shall park a vehicle on
any front or side lawn of a residential property in such a manner
that all four wheels are on the lawn, except in the case of a weather
or traffic emergency.

Q.
No person
or entity shall park a vehicle upon any highway, road, street, municipal
parking lot, municipal garage or beach parking lot for the purpose
of:

A.
In addition to members of the Glen Cove Police Department,
any member of the Glen Cove Auxiliary Police Force and any Code Enforcement
Officer is authorized to issue a parking summons to a party found
to be in violation of any statute, rule, regulation or ordinance pertaining
to parking which is contained in the Glen Cove Municipal Code of Ordinances.

B.
The parking summons shall be in a form acceptable
to the Glen Cove Police Department and the City Attorney.
A.
Any person who violates the parking provisions of
this chapter shall be subject to a fine in the amount specified as
follows for each section of law so violated:
