A. 
Creation of Parking Commission.
(1) 
There is hereby created a Parking Commission, which shall consist of three members, who shall be appointed by the Mayor with the consent of four members of the City Council.
(2) 
Members are to be appointed for terms of one year; members may serve for more than one term and each member shall serve until the appointment of a successor.
(3) 
The members of the Commission shall serve without compensation.
B. 
Duties of Parking Commission.
(1) 
The Parking Commission shall meet at least once a month on the third Wednesday of each month at the Glen Cove City Hall.
(2) 
The purpose of the Parking Commission shall be to investigate and consider various parking situations and conditions, including existing and/or proposed parking restrictions and regulations, throughout the City of Glen Cove, as requested or referred by the Mayor's office, and thereafter to make recommendations to the City Council with regard to said parking situations, conditions or existing or proposed restrictions and/or regulations.
(3) 
The City Council shall not enact any parking ordinances without first considering the recommendation of the Parking Commission; however, in the event that the Parking Commission fails to make a recommendation within 45 days of the request or referral as set forth in Subsection B(2) of this section, the City Council may enact a parking ordinance without said recommendation.
(4) 
The City Council may at its option enact a parking ordinance contrary to the recommendation of the Parking Commission.
