The sprinkling or watering of lawns, flowers, shrubs or gardens, washing of cars or the use of a hose or sprinkler system so as to cause a spray or flow of water for any purpose whatsoever with water supplied by the city is hereby prohibited, except between the hours of 5:00 a.m. to 9:00 a.m. and 4:00 p.m. to 12:00 a.m. daily, only in accordance with the following:
A. 
Persons occupying residences or other establishments with even-numbered addresses may water, hose, wash cars, sprinkle or otherwise irrigate on even-numbered days of the month.
B. 
Persons occupying residences or other establishments with odd-numbered addresses may water, hose, wash cars, sprinkle or otherwise irrigate on odd-numbered days of the month.
C. 
Persons occupying residences or other establishments without numbered addresses may water, hose, wash cars, sprinkle or otherwise irrigate on even-numbered days of the month.
D. 
Nothing in this section shall be construed to limit, restrict or prohibit irrigation of any sort which is done by means of water obtained from sources other than the Nassau County sole source aquifer system referred to above.
Anything to the contrary notwithstanding, all sprinkling or watering of lawns or gardens or the use of a hose or sprinkler system shall cease immediately upon the sounding of a fire alarm and shall not be resumed that day or night, as the case may be.
Anything to the contrary notwithstanding, the Director of Public Works and/or Mayor is authorized to declare a public emergency when the conditions warrant, during which time all sprinkling or watering shall be prohibited.
All new or existing underground sprinkler systems must be equipped with a rain sensor designed to shut off the system during periods of precipitation. The deadline for installation is 30 days after the adoption of this article.
Hoses used for washing of vehicles shall be equipped with a shutoff valve that is normally self-closing and necessitates hand pressure on the valve to permit the flow of water.
