The purpose of this article shall be to establish mandatory provisions for the conservation of the city's potable water by the utilization of certain plumbing fittings and fixtures.
A. 
The provisions of this article shall apply to all residential structures, including but not limited to one- and two-family residences, townhouses, condominiums, multiple residences, hotels and motels that are issued a building permit after the effective date of this article. The provisions of § 270-43 shall also apply to commercial and industrial structures that are issued a building permit after the effective date of this article.
B. 
All additions and alterations to existing structures that are issued a building permit after the effective date of this division shall comply with the provisions of this division when the work includes the installation or replacement of plumbing fixtures and fittings specified in this division.
C. 
All additions and alterations to existing commercial and industrial structures that are issued a building permit after the effective date of this division shall comply with the provisions of § 270-43 when the work includes the installation or replacement of plumbing fixtures and fittings specified in § 270-43.
D. 
Private water supply wells drawing from the Magothy or Loyd Aquifers are prohibited for land development in all areas served by Glen Cove Water Department. Land development includes realty subdivisions, as well as other residential, commercial and municipal facilities.
A. 
All existing commercial and industrial water-operative air-conditioning systems, refrigeration or other water cooling equipment shall be equipped with a water recycling system or be converted to an air-operative system by June 30, 1988.
B. 
All commercial and industrial water-operative air-conditioning systems for which building permits have not been issued shall be equipped with a water recycling system.
A. 
Potable water system in all residential structures shall be equipped with an approved pressure regulator valve. The maximum water pressure on the discharge side of the pressure regulator valve shall not exceed 50 pounds per inch gauge.
B. 
Tank-type water closets shall be designed to flush with a maximum of 3.5 gallons of water.
C. 
Showerheads used for the purpose of bathing, lavatory faucets and sink faucets shall have a maximum flow capacity of 3.0 gallons per minute.
A. 
The licensed contractor, owner and/or occupant responsible for the installation of water flow control plumbing fittings specified in this division shall provide proof, upon request, to the Building Department certifying that the fittings are in conformance with the maximum water flow to volumes specified herein. Testing reports or reports of tests performed by the manufacturer, using established principles of mechanics, shall be acceptable.
B. 
All water flow control fittings installed as specified herein shall be maintained in a sanitary working condition and free of defects which may reduce the effectiveness of water conservation.
A. 
All existing commercial car washes and all fleet vehicle washes shall install water recycling systems by June 30, 1988.
B. 
All commercial car washes and all fleet vehicle washes for which building permits have been issued shall be equipped with water recycling systems.
C. 
All restaurants and other eating and drinking establishments are hereby specifically prohibited from serving drinking water to patrons unless specifically requested.
D. 
Exception. All commercial car washes and all fleet vehicle washes which use less than 20 gallons of water per car are exempt from Subsections A and B, provided that the amount being used per car can be proven to the satisfaction of the Superintendent of the Water Department.
