No person, firm, corporation, its employees or organization shall dump, deposit or store or cause to be dumped, deposited or collected on any lands situated within the Village of Belle Terre any filth, waste, rubbish, refuse, garbage, dirt, brush, stumps, branches or excavating materials unless a permit has been issued previously by the Board of Trustees of the Village or upon authority of the Board of Trustees.
The owner, lessee, tenant or any other person who has the control of any lot or plot of land in the village shall keep the same free and clear at all times of accumulations of ashes, rubbish, refuse, garbage, trash of any kind or other substances, except such as are deposited in containers with tight lids and cannot be easily scattered by the elements or animals. The same shall always be in good sanitary condition.
No person, firm, corporation, its employees or organization shall litter, scatter, dump at any time papers, ashes, rubbish, refuse, garbage, trash of any kind or other substances on any public place, highway, beaches or on the waters of the village or any other place.
Unless a permit shall have been issued as provided in § 132-1 hereof, any owner of land shall remove said dirt, filth, waste, rubbish, refuse, brush, garbage, stumps, branches or excavation materials forthwith upon being notified by the Village of Belle Terre to remove the same; and upon default in removing the same, the same may be removed or caused to removed by said Board of Trustees, and the total cost of such removal may be assessed upon the real property on which the same are found and shall constitute a lien and charge on the real property on which it is levied until paid or otherwise satisfied or discharged and shall be collected by the Treasurer of the Village of Belle Terre in accordance with the Village Law of the State of New York.

The violation of any provision of this Article shall be punishable by a fine not exceeding $250 or by imprisonment for not more than 15 days, or both.

A. 
Backyard garbage pickup or what is known as "back-door pickup." All receptacles shall be set by the occupant at the rear or side of his or her premises at a convenient location. Underground or enclosed receptacles must be placed in a convenient location not visible from the front of the premises. It shall be unlawful to place receptacles or refuse, etc., at the curbline or in front of the premises with the exception of special refuse days which are set by the Board of Trustees.
B. 
Only on the special refuse days (spring and fall cleanup) will it be acceptable to place refuse at the curb or in front of the premises.
