Snowmobiles duly registered or exempt therefrom by the State of New York shall be permitted to operate upon and use, for the limited and specific purpose of gaining access to recreational areas, all those certain streets and highways of this village as may be hereafter set forth under § 174-2 hereof; and permission hereunder granted shall be subject to the rules, regulations, requirements and conditions so provided herein.

No person 15 years of age or under, that is, not having attained a 16th birthday, shall operate a snowmobile hereunder.
Snowmobiles shall be operated hereunder in accordance with the regulations, requirements and conditions hereafter set forth and deemed reasonable rules for the operation of said vehicles within this village and promulgated hereunder to promote conservation of the local environment, the safety of persons and property within this village and to give effect to the legislative purpose of Title D of the Parks, Recreation and Historic Preservation Law of New York within the jurisdictional limits of this village. Those regulations, requirements and conditions are as follows:
A.
It shall be unlawful for any person to operate a snowmobile within the jurisdiction of this village at a speed in excess of 15 miles per hour.
B.
It shall be unlawful for any person to operate a snowmobile into or through an intersection of streets or highways without first bringing said vehicle to a complete halt or stop and granting the right-of-way in such intersection to pedestrian and motor vehicular traffic.
C.
It shall be unlawful for any person to operate a snowmobile upon any sidewalk or right-of-way reserved only to pedestrians except to cross the same, at approximately right angles thereto, to gain access to property upon which operation is lawful hereunder; and the right-of-way, during such a crossing, shall be granted to pedestrians.
D.
It shall be unlawful for any person to allow the motor of a halted snowmobile to remain in a running attitude in excess of five minutes.
Any law enforcement officer of New York State, the County of Oneida and this village shall be empowered to enforce the provisions hereof.
The provisions hereof are to be considered as separable and separate; and if any provision shall be in conflict with Title D of the Parks, Recreation and Historic Preservation Law of New York or fail to be a valid regulation for any reason, then the remaining provisions shall have the same force and effect as though said conflict or failure had not occurred.
The provisions of this chapter shall be in addition to those of Title D of the Parks, Recreation and Historic Preservation Law of New York; and the provisions, requirements, conditions and definitions under said Title D shall be deemed a part of this chapter, with the same force and effect as though more fully set forth herein.
