Under the authority of MGL c. 43, § 5, there is hereby established the Office of Cultural Affairs and Special Events, a new division of the City Manager's Office under the jurisdiction of the City Manager in conformity with Plan E Form of Government.
The Office of Cultural Affairs and Special Events will coordinate City cultural development and special events and drive tourism dollars by marketing the City of Lowell as a multicultural destination. The Office of Cultural Affairs and Special Events shall be a liaison to, but have no administrative authority over, the Greater Merrimack Valley Convention and Visitors Bureau, the Paul E. Tsongas Arena, and Lowell Memorial Auditorium.
A. 
There is hereby created in the Office of Cultural Affairs and Special Events, a division of the City Manager's Office, the following position of Director who shall be appointed by and shall serve at the pleasure of the City Manager, and said position shall not be subject to the provisions of MGL c. 31 as more detailed in Annex "A" attached hereto and made a part hereof.[1]

B. 
The positions and salaries for the Office of Cultural Affairs and Special Events are as set forth below.[2] Some positions are presently positions in the City Manager's Department and shall be transferred to and become part of the Office of Cultural Affairs and Special Events.

Special Events Coordinator.
(3) 
Assistant Director for Communications and Marketing.

C. 
The above positions and salaries created by this article shall be filled only when the necessary funds for said positions have been appropriated. Some positions are from grant funds and said grant-funded positions and salaries shall be eliminated when said grant funds are no longer available.
A. 
The Director will have the responsibilities currently assigned to the City's Executive Director of COOL. The Director of Cultural Affairs and Special Events will report directly to the City Manager. Responsibilities will include leading staff to develop and implement a community cultural plan that includes all cultures and sectors of the community. The Director:
(1) 
Coordinates new Lowell Image Project campaign with City agencies and community partners.
(2) 
Oversees City special event planning and coordination.
(3) 
Represents the City at speaking engagements, public events, meetings and conferences.
(4) 
Works closely with cultural and arts organizations and individual artists and with other City departments to assure success in coordination of activities.
(5) 
Provides technical assistance for a broad range of individual artists and arts organizations through workshops and one-on-one sessions.
(6) 
Conducts programs to further the development of, interest in, and support for the arts and cultural affairs.
(7) 
Develops the economic potential of the arts through arts festivals and other appropriate programs.
(8) 
Prepares the annual cultural affairs operating budget for submission to the City Manager.
(9) 
Seeks public and private financial support for aesthetic and cultural programs and activities within the community.
(10) 
Provides staff support for the COOL Board of Directors, including attendance at meetings, recordkeeping, and providing support services in keeping with other City boards and commissions.
B. 
The detailed job description of the Director is annexed hereto and marked "A"[1] and job descriptions of other employees in the Office of Cultural Affairs and Special Events are on file with the Human Relations Department.
