The owner or tenant of any lands abutting upon the public highways of the Township of Nutley shall remove all grass, weeds and impediments from the portion of any street or highway abutting on such lands within 10 days after notice to remove the same.
Where it shall be necessary and expedient for the preservation of public safety, the owner or tenant of lands lying within the limits of the Township of Nutley shall keep all brush, hedges and other plant life growing within 10 feet of any roadway and within 25 feet of the intersection of two roadways, cut to a height of not more than 2 1/2 feet.
The owner or tenant of said lands shall cut said brush, hedges and other plant life to a height of not more than 2 1/2 feet within 10 days after notice to cut the same.
If the owner or tenant aforesaid shall fail to remove said grass, weeds and impediments or to cut said brush, hedges or other plant life within 10 days after said notice, the Township of Nutley shall remove said grass, weeds and impediments and cut such brush, hedges and other plant life under the direction of the Public Works Superintendent, and the said Superintendent shall certify the cost thereof to the Board of Commissioners, which shall examine the certification and, if found correct, shall cause the cost as shown thereon to be charged against said lands.
The amounts so charged shall forthwith become a lien upon such lands and shall be added to and become and form part of the taxes next to be assessed and levied upon such lands, the same to bear interest at the same rate as other taxes, and shall be collected and enforced by the same officers and in the same manner as other taxes.
The power and duty to enforce the provisions of this article are hereby assigned to the Department of Public Works, and the same shall be exercised under the direction of the Director of the Department of Public Works.

Any person or corporation violating the provisions of this article shall, upon conviction thereof, forfeit and pay a penalty of not more than $500 or be confined in the county jail for a period not exceeding 90 days, or both.
