All multiple-dwelling buildings or premises containing more than 20 dwelling units and providing parking for residents shall designate restricted parking spaces for use by physically handicapped persons who have been issued special vehicle identification cards by the New Jersey Division of Motor Vehicles pursuant to the provisions of Section 2 of P.L. 1949, c. 280 (N.J.S.A. 39:4-205) and Section 1 of P.L. 1977, c. 202 (N.J.S.A. 39:4-197.5). Such parking spaces shall be located as close as possible to elevators, ramps, walkways and entrances. Such parking spaces shall, to the extent possible, be located so that physically handicapped persons are not compelled to wheel or walk behind parked cars to reach entrances, ramps, walkways and elevators.
All multiple-dwelling buildings or premises containing more than 20 dwelling units and providing parking for residents shall designate as restricted for use by physically handicapped persons one parking space for every 25 spaces provided up to the first 100 spaces provided and, thereafter, one parking space for each 50 spaces provided.
Parking spaces required to be designated as restricted for use by physically handicapped persons shall be identified by above-grade signs.
No person shall park a motor vehicle in a parking space identified as restricted for use by handicapped persons without the special vehicle identification card referred to in § 493-1 of this chapter.
A. 
The owner or owners of any multiple dwelling, building or premises who fail to comply with any section or portion thereof of § 493-1, 493-2 or 493-3 shall be punishable by a fine not to exceed $500 for each violation committed hereunder. Each day's failure to comply with any section shall constitute a separate violation.
B. 
Any person violating § 493-4 of this chapter shall be punishable by a fine not to exceed $50.
