There shall be the following administrative
departments, among and within which the powers and duties of the Township
government which are not otherwise allocated or assigned to a particular
department, board or commission by the Charter or this chapter shall
be exercised:
A.
The Administrator shall, subject to Committee approval,
appoint and remove all department heads. Unless otherwise provided
by law, department heads shall be appointed for a term of one year
ending on December 31 of each year. Subject to the direction and supervision
of the Administrator, each department head shall:
(1)
Organize, direct and supervise the work of his department.
(2)
Appoint subordinate officers and employees within his department and remove any such officers and employees, subject to the provisions of § 4-19 of this chapter and the provisions of the Revised Statutes, Title 11A, Civil Service.
(3)
Prepare and submit to the Committee such annual and
other reports as may be authorized or required by the Township Administrator.
(4)
Review and approve bills and claims against the Township
for things or services delivered to his department.
(5)
Administer his department in accordance with such
standards and procedures, and account therefor, as may be approved
or required by the Township Administrator.
B.
Unless and until a department head is appointed by
the Administrator, the Administrator shall serve as acting head of
the department without additional compensation.
The Administrator may, with the approval of
the Committee, serve as head of one or more departments. The Administrator
may appoint the same person to serve as head of two or more departments,
and a department head may also be appointed by the Administrator to
serve as head of a division within his department without additional
compensation.
A.
All the books, maps, papers, accounts, statements,
vouchers and other documents whatsoever acquired or produced in any
department shall be carefully and conveniently filed, kept and preserved
and shall be and remain the sole property of the municipality, and
shall not at any time be removed from the offices of such department
except when required for use in official business, and shall then
be returned to such office without delay. Each department head shall
be responsible for enforcing the requirements of this section in his
department.
B.
All public documents and records shall, during office
hours, be open to public search, inspection and examination, subject
to and within the limitations prescribed by law, and provided that
such search, inspection and examination may be made under such regulations
as the officer having custody of such records, books and documents
shall establish for the safety and preservation thereof.
The public, administrative and executive business
offices shall be open for the transaction of public business daily
except Saturdays and Sundays and legal holidays, between such hours
as the Administrator may prescribe with the approval of the Committee,
except as otherwise provided by law. All departments in times of emergency
shall provide municipal services for 24 hours a day. The Administrator
or a department head may require any officer or employee to be in
attendance for work on any day or days whenever he determines that
a public exigency or emergency so requires.
