[Adopted by Ord. No. 1308 as Ch. 2.40 of the 1998 Code]
There shall be a Department of Finance consisting of the following offices:
A. 
Chief Financial Officer.[1]

Tax Collector.

A. 
The Administrator, subject to approval of the Committee, shall appoint a Chief Financial Officer who shall be a Certified Municipal Finance Officer. The term of the Chief Financial Officer shall be for a term of four years which shall run from January 1 in the year in which the Chief Financial Officer is appointed. The Chief Financial Officer shall receive such salary as may be provided by ordinance.

B. 
Duties. The Chief Financial Officer shall:
(1) 
Receive funds entrusted to or under the control of all departments and deposit all funds received by him in depositories authorized by the Committee by resolution.
(2) 
Have custody of all investments and invested funds of the Township or in possession of the Township in a fiduciary capacity, except as otherwise provided by law, and keep such funds and all moneys of the Township not required for current operations safely invested or deposited in interest-bearing accounts.
(3) 
Have the safekeeping of all bonds and notes of the Township and the receipt and delivery of Township bonds and notes for transfer, registration or exchange.
(4) 
Keep a full account of all cash receipts and disbursements of the Township, and at least once each month, and more often if the Committee requires, furnish the Committee with a statement of all moneys received and expended by him.
(5) 
Prepare all checks and vouchers for the payment of salaries, wages and expenses to all Township officers and employees.
(6) 
Pay all bills, claims and demands against the Township when duly authorized and approved. Disbursements shall be made by a combination warrant-bank check or draft individually signed by the Chief Financial Officer and countersigned by the Mayor and Township Clerk.
(7) 
Prepare for each regular meeting of the Committee a list of all bills, claims and vouchers which have been received through the close of business 24 hours preceding the meeting and since the last preceding list was compiled. Such list shall be prepared in sufficient copies for each member of the Committee and the Administrator, and at least one copy shall be filed with the Township Clerk as a public record open to examination in his office.
A. 
The term of the incumbent Collector shall continue as provided by law. A vacancy in the office shall be filled by appointment by the Administrator, subject to approval of the Committee and the provisions of N.J.S.A. 40A:9-141 and 40A:9-142, as amended and supplemented. In addition to the Tax Collector, there shall be an Assistant Tax Collector appointed by the Administrator, subject to the approval of the Committee. The Assistant Tax Collector so appointed shall have all of the powers and shall perform all of the duties of the Tax Collector during the absence or unavailability of the Tax Collector.

B. 
Duties. The Tax Collector shall:
(1) 
Perform the functions of the collector of taxes under general law, including, without limitation thereto, the preparation and mailing of tax bills, enforcement of tax collections by tax sales and otherwise and the maintenance of tax accounting records in such manner as may be prescribed or approved pursuant to ordinance; and in furtherance thereof, install and administer tax bill forms which include a bill for the first two quarters of each year with the bill for the final half of the preceding year.
(2) 
Receive and collect all current and delinquent real and personal property taxes and charge and receive penalties and interest pursuant to law.
(3) 
Keep proper records and report to the Administrator at least once a month on all receipts and deposits made by him.
(4) 
Deliver to the Chief Financial Officer all moneys collected within 48 hours of collection.
C. 
The Tax Collector shall also serve as official tax searcher, for which he shall receive such additional compensation as may be provided by ordinance. In that capacity he shall make or cause to be made and shall certify searches for tax, water and other liens on real property as may be authorized by law, and shall collect for the use of the Township the fees permitted by law to be charged for such searches.
A. 
The term of the incumbent Assessor shall continue as provided by law. A vacancy in the office shall be filled by appointment by the Administrator, subject to the approval of the Committee and the provisions of N.J.S.A. 40A:9-148, as amended and supplemented.
B. 
Duties. The Assessor shall have, perform and discharge all the functions, powers and duties prescribed for assessors by general law and local ordinances. He shall maintain a current tax map of the Township as a public record and cause to be noted thereon all changes in ownership, block and lot, or character of the real estate assessed, employing for that purpose the services of other departments of the Township.
A. 
The Administrator, subject to approval of the Committee, shall annually appoint a Purchasing Agent for a term of one year ending on December 31 of the year in which appointed.

B. 
Duties. The Purchasing Agent, under the direction and supervision of the Administrator, shall:
(1) 
Purchase, store and distribute all supplies, materials and equipment and contract for all services required by any department, except that the Public Works Department shall administer contracts for public works or improvements.
(2) 
Establish and enforce specifications with respect to such services, supplies, materials and equipment.
(3) 
Inspect or supervise the inspection of all deliveries of supplies, materials and equipment and the rendition of contractual services and determine their quality, quantity and conformance with specifications.
(4) 
Have charge of any and all central storerooms and warehouses which may be established.
(5) 
Transfer to or between departments, offices and agencies and from or to central stores such supplies, materials and equipment as need appears, and arrange for the sale of surplus or obsolete items thereof, subject to the Charter and ordinances.
(6) 
Administer any ordinance the Township Committee may enact relating to purchasing.
