There is hereby created a Drug Awareness - Municipal Alliance Council, hereinafter referred to also as "Council," to meet the needs of the young people of Montville Township establishing effective prevention, education and intervention programs to enhance the development of youth in our community.

A. 
Members. The Council shall consist of 15 members to be appointed by the Township Committee for a term of three years. A minimum of eight members of the Council shall be residents of the Township. Members should include individuals, who are preferably Township residents, with expertise in the following areas: education, health care, mental health and the clergy.
B. 
Liaisons.
(1) 
The Council shall also consist of the following five liaisons who shall serve as nonvoting members for a one-year term:
(a) 
One Social Services Liaison appointed from the Township's Social Services Department.
(b) 
One liaison appointed from the Township Committee membership.
(c) 
One liaison appointed from the Montville Township Police Department.
(d) 
A minimum of two liaisons who shall be Township residents under the age of 21 years.
(2) 
The Council may also consist of the following three liaisons who shall serve as nonvoting members for a one-year term:
(a) 
One liaison appointed from the Board of Education.
(b) 
Two liaisons who serve as Board of Education Student Activity Coordinators.
C. 
No compensation. All members shall serve without compensation.
Members first appointed to the Council shall be appointed in the following manner: 1/3 of the members for a three-year term, 1/3 of the members for a two-year term and 1/3 of the members for a one-year term. Thereafter, each member shall be appointed for a three-year term. Terms of members shall expire on December 31 in the third year of each term.

A. 
The Council shall have the following powers and responsibilities:
(1) 
To plan, develop, coordinate and implement programs addressing youth development.
(2) 
To research and recommend programs to the Township Committee.
(3) 
To serve as the coordinating agency between the Township Committee, Police Department, Board of Education, school administrations, parent groups and other civic organizations in an effort to prevent alcohol and substance abuse and to provide information to all Township residents regarding control substances and alcohol.
(4) 
To serve as the coordinating agency on youth development matters with other various community groups and act as liaison between local, state and federal agencies ministering to these needs.
(5) 
To make such recommendations as may be necessary to assist in the elimination of youth problems within the municipality.
B. 
The Council's powers and responsibilities shall not extend to the Montville Township Youth Center, which is a separate and independent entity from the Council. This shall include the controls of any funds collected, held or expended by the Youth Center.
C. 
It is understood that, in fulfilling the aforesaid responsibilities, the Council will act in an advisory capacity and shall not have the power to bind the municipality in any manner.
Programs sponsored or supported by the Council should include but not be limited to the following:
A. 
Responsible Educated Adolescents Can Help (REACH) involves training of high school students to act as peer leaders and role models for elementary and middle school students regarding self-esteem, peer pressure and the hazards of drug and alcohol use.
B. 
Project Link-Up involves student link-ups with senior citizens.
C. 
Project Graduation. The planning and coordination of an all-night graduation party.
D. 
Project Promotion involves the planning and coordination of a drug- and alcohol-free party to celebrate eighth grade graduation.
E. 
Project Store-Front involves the decoration of business building fronts with anti-substance abuse themes.
F. 
Assembly Programs, Family Nights, Workshops entails speakers, concerts, lectures and video representations.
G. 
Safe Homes involves the signing of pledges by families that no alcohol will be served at teenage parties in their homes.
H. 
October Red Ribbon Month involves the distribution of red ribbons with a message focusing on a drug-free community.
The Council shall prepare an annual report and a financial report no later than May 31 of each year.
The Council shall designate one of its members to serve as Chairman. The Council may interview for the full-time position of Youth Coordinator and part-time position of secretary and recommend candidates to the Township Administrator. The Township Administrator is the appointing authority, and the Township Committee establishes salary. This Council is authorized to adopt bylaws governing its procedural operations subject to approval by the Township Committee.
