The General Laws of the Township of Haverford, Ordinance No. 1960, Chapter 58, Building Construction, shall be amended pursuant to the provisions of the Urban Redevelopment Law, Act of May 24, 1945, P.L. 991, as amended, hereby creating a Vacant Property Review Committee, to function within the Township of Haverford and which shall exercise all powers and be subject to all limitations as provided in said Act.
The membership of the Vacant Property Review Committee shall consist of the following persons:
A. 
A member of the Township Board of Commissioners.
B. 
A representative of the County of Delaware Redevelopment Authority.
C. 
A representative of the Township Planning Commission.
D. 
A representative appointed by the Chief Executive Officer of the Township of Haverford.
E. 
A representative appointed by the Board of Commissioners, not an elected official.
The Chairman of the Vacant Property Review Committee shall be appointed by the President of the Board of Commissioners from those persons identified in § 58-7. The members of the Committee shall select from among themselves a Vice Chairman, a Secretary and such other officers as the Committee may determine.
The members of the Vacant Property Review Committee shall serve for terms of five years. Initially one member shall be appointed for five years; one member for four years; one member for three year; one member for two years; and one member for one year. At the expiration of these terms, their succeeding appointees shall accordingly be appointed for terms of five years.
The Vacant Property Review Committee shall adopt rules and procedures as appropriate to accomplish their function.
