There shall be a Department of Finance the head
of which shall be the Administrator or a person recommended by him/her
and appointed by the Council.
A.
The Department shall be organized into as many divisions
or offices, consistent with the provisions of this Charter, as may
be deemed necessary by the Council on recommendation of the Administrator.
B.
The divisions of office shall include, but not limited
to the Departments of the Treasury, Tax Collection and Tax Assessment
which shall be represented by the heads of such department, namely
the Treasurer, Tax Collector, and Tax Assessor.
