The office of the Zoning Officer of the Town of Clinton is hereby created. Appointments to the office of the Zoning Officer shall be made by the Mayor, subject to confirmation by the Council of the Town of Clinton. The term of office shall be one year. A vacancy in the office shall be filled by the Mayor, subject to confirmation by the Council, for the unexpired term only.

A. 
It shall be the duty of the Zoning Officer to:
(1) 
Issue zoning permits in accordance with § 88-60 of this article.
(2) 
Issue permits for permanent and temporary signs.
(3) 
Issue any other permits a Zoning Officer is required by law to issue.
(4) 
Make an inspection of every parcel of land, building or structure for which a zoning or land use permit is requested prior to the issuance of such permit, in order to ascertain that said construction, occupancy or use will comply with every standard, regulation and requirement of this article for such occupation and use.
(5) 
After proper inspection and investigation, issue land use permits and certificates of occupancy in appropriate instances and within his/her jurisdiction.
(6) 
Maintain accurate and complete records of all land use permits issued in the Town of Clinton.
(7) 
Provide a monthly report of activities and permits issued and directed to the Mayor and Council.[1]

In addition to the duty of enforcement of this article and prosecuting the violations thereof, the Zoning Officer shall:
A. 
Make an inspection of every parcel of land, building or structure for which an occupancy or land use permit is requested prior to the issuance of such permit, in order to ascertain that said occupancy or use will comply with every standard, regulation and requirement of this article for such occupation and use.
B. 
After proper inspection and investigation, issue land use permits and certificates of occupancy in appropriate instances and within his jurisdiction.[1]

A. 
The office of Deputy Zoning Officer of the Town of Clinton is hereby created. Appointments to the office of Deputy Zoning Officer shall be made by the Mayor, subject to confirmation by the Council of the Town of Clinton. The term of office shall be one year.
B. 
The Deputy Zoning Officer shall fill the office of the Zoning Officer, with all the powers thereof, in the event of incapacity, death, absence, resignation or removal of the Zoning Officer, upon the approval of the Mayor and Council.
C. 
The Deputy Zoning Officer shall have concurrent jurisdiction with the Zoning Officer with respect to issuance of notices to individuals to cease and desist from violating the zoning ordinance and to sign and file complaints alleging the violation of any zoning ordinance in a municipal court in the Town of Clinton, as outlined in § 88-76 of this article.
A. 
No person shall erect, structurally alter the exterior, enlarge, rebuild or move any building or buildings or any structure or put into use any lot or land without securing from the Zoning Officer a permit therefor, except a zoning permit shall not be required to occupy or reoccupy any existing residential premises.
B. 
The Mayor and Council shall set forth the fees to be charged for a zoning permit as part of Chapter 73, Fees.
