A. 
Running at large prohibited. No person shall cause, suffer or allow any animal or fowl to run at large or be at large within the Village. Dogs running at large are subject to Article III of this chapter.
B. 
Control of horses within Village. No person shall use, ride or drive a horse except to, from or along a bridle path established as such by the Village of Patchogue. Any such horse shall be well broken and constantly held in such control that it may be easily and quickly stopped. No person shall permit any horse owned by him or in his care or custody to be left unbridled or unattended in an unenclosed space without being securely fastened. Reckless driving or riding on bridle paths is prohibited. Bridle paths shall not be used after 1/2 hour after sunset or before 1/2 hour before sunrise.
Any police officer or other person or persons duly empowered by the Board of Trustees is hereby authorized to impound any animals, as specified in § 143-1 of this article, found at large within the Village and to sell the same for the cost of keeping and proceedings.

A. 
No person owning, possessing, harboring or in charge of any dog, cat or other animal or bird shall cause, suffer or allow such animal or bird to make sounds frequently or for continuous duration so as to create a noise disturbance across a real property line. For the purposes of this section, a "noise disturbance" from an animal or bird shall be defined as that created for 15 minutes in any one-hour interval.
B. 
No person owning, possessing, harboring or in charge of any dog, cat or other animal shall cause, suffer or allow such animal to soil, defile or defecate on any common thoroughfare, sidewalk, passageway, bypath, play area, park or any public place where people congregate or walk or any public property whatsoever. This restriction shall not apply to that portion of a public street lying between the curblines which shall be used to curb such dog or other animal. The person who so curbs such dog or other animal shall immediately remove all feces deposited by such animal in a sanitary manner.

(1) 
The feces removed shall be disposed of in a sealed, nonabsorbent, leakproof container or bag.
C. 
No person owning, possessing, harboring or in charge of any dog, cat or other animal shall cause, suffer or allow such dog, cat or other animal to soil, defile or defecate on any private property without the permission of the owner of such property.
D. 
No person owning, possessing, attracting, harboring or in charge of any dog, cat or other animal or bird shall cause, suffer or allow such animals or birds, individually or in the aggregate, to create any nuisance, dangerous, offensive, unsanitary or unhealthy condition on any private or public property.
E. 
No more than three dogs and/or five cats, or combination thereof, six months of age or older, shall be permitted on any residential property, except that the Zoning Board of Appeals may grant a special permit for the housing or harboring of additional animals.
F. 
No person shall feed, harbor, or house any wildlife, feral or at-large animals on public property.

(1) 
For the purposes of this subsection, "feral" means an animal that:
(a) 
Is born in the wild or is the offspring of an owned or feral animal and is not socialized; or
(b) 
Is a formerly owned animal that has been abandoned and is no longer socialized.
(2) 
Free-roaming animals without identification will be presumed to be feral or at large.

Any person who violates this article or fails to comply with any of its requirements shall, upon conviction thereof, be subject to the penalties provided in § 1-1 of the Code of the Village of Patchogue.
