A. 
In accordance with the provisions of § 189-5, the following are the established and required parking distances from crosswalks, sidelines of streets, intersecting highways, and stop signs.
(1) 
Pursuant to the provisions of N.J.S.A.39:4-138, except when necessary to avoid conflict with other traffic, or in compliance with the directions of a police or traffic officer, traffic sign, or traffic signal, no operator of a vehicle shall stand or park any vehicle in any of the following places.
(a) 
Within 10 feet of a stop sign.
(b) 
Within 25 feet of a marked crosswalk or sideline of a street or intersecting highway.
(2) 
Fines for violations shall be in accordance with N.J.S.A. 39:4-138, et seq., and N.J.S.A. 39:4-203.
B.

When there is accumulated water on the surface of any portion of the public street or roadway, including any designated shoulder, no motor vehicle shall be operated at a rate of speed on any public street or roadway in a manner that causes a discharge of a wave that carries beyond the edge of the street or curbline.
