The Chief Inspector and each of the duly appointed inspectors of any company in the business of providing and making inspections and reinspections of electrical installations who are approved by New York State Electric and Gas Corporation and/or the Sullivan County Board of Electrical Licensing are hereby authorized as agents of the Village of Monticello to make inspections and reinspections of all electrical installations heretofore and hereafter described and to approve or disapprove the same. In no event, however, will the cost or expense of such inspection or reinspection be a charge against the Village.
A. 
It shall be the duty of the Inspector to report, in writing, to the Code Enforcement Official, whose duty it shall be to enforce all provisions of the New York State Uniform Fire Prevention and Building Code, all violations or deviations from or omissions of the electrical provisions of the Building Code applicable to the Village of Monticello and of all local laws, ordinances and the Building Code as referred to in this chapter, insofar as any of the same apply to electrical wiring. The Inspector shall make inspections in and on properties in the Village of Monticello upon the written request of an authorized official of the Village of Monticello or as herein provided. The Inspector is authorized to make inspections and reinspections of electrical wiring, installations, devices, appliances and equipment, in or on properties within the Village of Monticello, where he deems it necessary for the protection of life and property. In the event of an emergency, it is the duty of the Inspector to make electrical inspections upon the oral request of an official or officer of the Village of Monticello.
B. 
It shall be the duty of the Inspector to furnish written reports to the proper officials of the Village of Monticello and owners and/or lessees of property where defective electrical installations and equipment are found upon inspection. He shall authorize the issuing of a certificate of compliance when electrical installations and equipment are in conformity with this chapter. He shall direct that a copy of the certificate of compliance be sent to the Village of Monticello to the attention of the Code Enforcement Official.[1]

No company or board in the business of providing and making inspections and reinspections of electrical installations shall be authorized under this chapter to make such inspections and reinspections as agents of the Village of Monticello if:
A. 
The charge to be made by such company or board shall be contingent upon the electrical work to be inspected or reinspected being satisfactorily approved by said company or board;
B. 
The charge to be made by such company or board shall be predicted or based upon a percentage of the cost of the work to be inspected;
C. 
The work to be inspected has been performed by the inspecting company or board of any of its employees, agents, servants or affiliates; or
D. 
The inspector employed, hired or retained by the inspecting company or board does electrical contracting work within the Village of Monticello or is an agent, servant or employee of an electrical contractor performing such work in the Village of Monticello.

It shall be a violation of this chapter for any person, firm or corporation to install, or cause to be installed, or to alter electrical wiring for light, heat or power in or on properties of the Village of Monticello until an application for inspection has been filed with a company licensed as required under § 135-1 of this chapter. It shall be a violation of this chapter for a person, firm or corporation to connect, or cause to be connected, electrical wiring in or on properties for light, heat or power to any source of electrical energy supply prior to the issuance of a temporary certificate or a certificate of compliance by any agency licensed as stated in § 135-1 of this chapter.

Any person committing an offense against any provision of this chapter shall, upon conviction thereof, be guilty of a violation, punishable as provided in Article III, General Penalty, of Chapter 1 of the Code of the Village of Monticello.
