All shopping centers, supermarkets, grocery stores and other
business establishments employing shopping carts shall plainly and
visibly mark their respective carts so that the ownership thereof
may be determined upon visible inspection.
The wheeling of any shopping cart by any person beyond the radius
of 50 feet from the entrance or beyond the confines of the parking
lot, whichever distance is greater, of any shopping center, supermarket,
grocery or other business establishment employing shopping carts shall
be and is prohibited.
Any shopping cart found unattended in any public place or on
any public street beyond the confines of the area above set forth
shall be and hereby is declared to be abandoned property and shall
be subject to confiscation and removal upon sight by any member of
the Police Department and/or Public Works Department, and such property
shall be taken into custody and deposited with the Police Department,
where such property shall be held pending redemption by the owner.
Any owner of a shopping cart shall have the right, privilege
and option to redeem the same upon payment of such fee as shall be
established from time to time by resolution of the Board of Trustees.

Any person committing an offense against any provision of this chapter shall, upon conviction thereof, be guilty of a violation, punishable as provided in Article
III, General Penalty, of Chapter
1 of the Code of the Village of Monticello.
