Application for approval of a subdivision shall be made, in writing, by the owner or his agent and shall be accompanied by a plat or map showing the proposed subdivision, in the form and with the information specified below, together with the further specified documents and information. Such application and the accompanying plat and other information and materials shall be handed to the Village Manager, who shall stamp thereon the date of receipt thereof. To be considered at the next regular meeting of the Planning Board, an application shall be in the hands of the Village Manager not less than 15 days prior to the date of such meeting.
A. 
Before final approval of a subdivision shall be considered by the Planning Board, the subdivision plat shall first be submitted to the Board in preliminary form, to be known as the "preliminary plat." The preliminary plat shall show and shall be accompanied by the information specified under Article III of this chapter. The Planning Board shall study the preliminary layout and follow the procedures of Village Law § 7-728, Subdivision 5, to approve, approve with conditions or disapprove the preliminary layout.

B. 
Although not required, it is suggested, in the interests of saving him time and expense, that the subdivider discuss his intentions with the Planning Board prior to preparing the preliminary plat.
C. 
Upon the Planning Board's approval of the preliminary plat, the subdivider may proceed with preparation of the final plat and with fulfilling the conditions attached to approval thereof. The final plat shall be in the form and shall contain and be accompanied by the information specified under Article IV of this chapter. The final plat and all the materials relating thereto shall be handed to the Village Manager, who shall stamp thereon the date of receipt thereof. To be considered at the next regular meeting of the Planning Board, the final plat shall be in the hands of the Village Manager not less than 15 days prior to the date of such meeting. Final subdivision plat approval shall be granted, granted with conditions or disapproved pursuant to Village Law § 7-728, Subdivision 6.

D. 
If the Planning Board disapproves a preliminary or a final plat, the findings and reason for such action shall be stated on the records of the Board, and the applicant shall be given a copy.
Planning Board approval of the preliminary plat shall confer upon the applicant the following rights for a period of six months from the date of approval:
A. 
That the terms and conditions under which the preliminary approval was granted will not be changed.
B. 
That said applicant may submit the whole or part or parts of said plat for final approval on or before the expiration date.
A. 
Approval of the final plat by the Planning Board shall be deemed an acceptance of the proposed dedication of all streets and other public areas shown on the plat, but neither approval of the final plat by the Planning Board nor the act of recording the plat shall impose any duty upon the Village concerning the maintenance or improvement of any such proposed dedicated parts until the Village authorities shall have made actual appropriations of the same by entry, use or improvement and the developer or property owner has complied with all other requirements herein contained.
B. 
However, the owner of the land or his agent may place a notation on the final plat to the effect that there is no offer of dedication of the streets or other public areas to the public, in which event the title to such ways and other lands shall remain with the subdivider, and the Village shall assume no responsibility for the improvement or maintenance thereof, which fact shall also be noted on the final plat.
C. 
The Planning Board's approval of a final plat shall expire 62 days after the date of such approval unless within that period the plat shall have been duly filed with the County Clerk by the owner or his agent. A plat may be filed in part within 62 days after approval by the Planning Board, provided that the entire plat is filed within 30 days after such partial filing. For good cause shown, the Planning Board may extend the time for plat filing for two additional periods not exceeding 90 days each.
