The Department of Police shall be responsible for the protection
of persons and property within the Township.
The Department of Police shall be headed by a Chief, who shall
be responsible to the Township Manager and majority of the Board of
Commissioners for the performance of the function of the Department.
The duties of the Chief shall be to:

Prevent crimes against persons and property.
B.Â
Enforce all criminal laws and ordinances.
C.Â
Detect and apprehend offenders and suspected persons.
D.Â
Investigate crimes and prepare evidence for the prosecution of criminal
cases.
E.Â
Prevent and control juvenile delinquency.
F.Â
Maintain records and files of crimes and criminals and other related
police matters.
G.Â
Operate facilities for the safekeeping of prisoners.
H.Â
Ensure traffic and pedestrian control and safety.
I.Â
Develop and conduct community relations and education programs.
J.Â
Provide training programs for all Township police.
K.Â
Operate and maintain a communications center ancillary to the Delaware
County 9-1-1 system to support police and other emergency communications.
L.Â
Provide cooperation to any legally constituted Haverford Township
citizen group, approved by the Board of Commissioners, wishing to
assist the Police Department.
M.Â
Serve as a member of the Board of Directors of the Bureau of Fire
of the volunteer fire companies of the Township.
A.Â
Scope of position.
(1)Â
The Deputy Chief of Police will be the Department's executive
officer and will be directly responsible and accountable to the Chief
of Police for the overall operation of the Department. The Deputy
Chief of Police will have complete line and staff authority as delegated
by the Chief of Police and will assume the duties, powers and responsibilities
of the Chief of Police in his absence. The Deputy Chief of Police
will coordinate the daily operations of the Department, coordinate
all phases of the entire operation of the Police Department and strive
to develop and maintain esprit de corps, cooperation and loyalty to
the Department within each operating component and among all individual
members of the Department.

The position of Deputy Chief of Police will be considered management
and therefore not subject to civil service provisions. If the police
officer in this rank does not accomplish the tasks assigned to him
as outlined in this section and otherwise does not violate any Department
policy, rule, regulation or commonwealth statute, he will be removed
from the position and returned to his previous rank and the pay and
benefits of that rank.

Duties and responsibilities. Although general duties and responsibilities
are varied and far-reaching, responsibilities shall include supervising
and directing specific functions as directed by the Chief of Police,
such as:

Fiscal management.
(a)Â
Many areas of fiscal management and monitoring of financial
affairs of the Department include:

Assisting the Chief of Police in preparing the annual budget,
utilizing input from all component supervisors.
[2]Â
Ensuring that the Department's fiscal matters comply with the
financial requirements established by the Home Rule Charter and Haverford
Township Commissioners.
[3]Â
Providing for liaison between the Police Department and the
office of the Township Manager and other areas of the Township government
with regard to fiscal matters.
[4]Â
Examining and evaluating all existing equipment serviceability
and providing for repair or replacement if required.
[5]Â
Making recommendations to the Chief of Police on purchases and
conducting inspection and inventory of all equipment.
(2)Â
Personnel management. A multitude of personnel problems and
decisions arise on a continual basis requiring departmental action.
Some of the duties and responsibilities assigned to the Deputy Chief
of Police are:
(a)Â
Conferring with the Chief of Police on a frequent basis regarding
the daily operations of the Department and also in policy planning.
(b)Â
Ensuring uniform interpretation and compliance in all personnel
policies and directives, disciplinary procedures and personnel matters.
(c)Â
With the Chief of Police, conducting regularly scheduled staff
meetings with Lieutenants and supervisors; coordinating the flow of
information from all components to and from the Chief of Police.
(d)Â
Soliciting input from Lieutenants and supervisors regarding
personnel matters that affect the overall operation of the Department
or pertain to individual units of the Department.
(e)Â
At the direction of the Chief of Police, investigating all allegations
of misconduct or complaints against Department personnel and submitting
to the Chief of Police completed reports concerning these investigations.
(f)Â
Directing and coordinating all recruitment activities.
(g)Â
Assisting the Chief of Police with the selection and hiring
process of all entry-level personnel.
(h)Â
Overseeing the initiation of training programs and direct operation
of training programs for all departmental personnel and conducting
in-service training programs on a regular basis.
(i)Â
Collecting and organizing all training materials and brochures
and submitting them to the Chief of Police with recommendations for
future training needs.
(j)Â
Reporting the status of all training and qualification programs
to the Chief of Police.
(3)Â
Planning and research. The Deputy shall assist the Chief of
Police with planning and research activities to anticipate future
needs and to implement steps to facilitate the application of these
plans to the operation. Some areas that would be the responsibility
of the Deputy Chief of Police are:
(a)Â
Collecting and analyzing reports from all areas of the Department
that pertain to or have future impact on the operation of the Department.
(b)Â
Utilizing automated and other data to determine and predict
social, crime, work load, personnel and other trends.
(c)Â
Analyzing and distributing research consistent with state-of-the-art
police products and methodology and systems for routine use of the
Department.
(d)Â
Delegating assignments for planning and researching informational
needs.
(e)Â
Propagating departmental goals and objectives through all areas
of the Department.
(f)Â
Using the required analysis techniques to effectively evaluate
the performance of individuals and units within the Department as
well as the overall performance of the Department as a whole.
(g)Â
Overseeing the compilation of information and assimilation of
all information required for multiyear planning to include the following
areas:
(h)Â
Periodically reviewing and consulting with the Chief of Police
concerning the Department's information management systems.
(i)Â
Providing staff assistance in developing contingency plans consistent
with departmental and community needs.
(4)Â
Liaison.
(a)Â
The Deputy Chief of Police will be responsible for all contact,
interaction and relations with outside governmental agencies, other
law enforcement agencies, emergency medical services, fire protection
services and private agencies.
(b)Â
The Deputy Chief of Police will ensure that all channels of
communication inside and outside of the Department remain open.
(c)Â
The Deputy Chief of Police will promote cooperation and otherwise
maintain harmonious working relationships with other departments within
the Township government, with other outside agencies and within the
Police Department.

Editor's Note: Section 3 of 0rd. No. 1846 provided that, "The aforementioned provisions are replaced by all of the Civil Service Provisions of the First Class Township Code and all other applicable laws of the Commonwealth of Pennsylvania." Ordinance No. 1846 also supersedes 0rd. No. 1813, adopted 10-13-1981, which established the Police Civil Service Commission pursuant to all of the Civil Service Provisions of the First Class Township Code, and provided for the continuation of the repealed provisions pending promulgation of rules and regulations by the Civil Service Commission. Such rules and regulations were adopted by ordinance No. 1853 and are included as Chapter 32.
The provisions of Act 600, the Police Pension Law, shall be
adopted.[1]
The Board of Commissioners does not encourage outside employment,
commonly called "moonlighting." As such, the Chief of Police shall
establish rules and regulations regarding moonlighting in order to
ensure that such moonlighting, if and when it occurs, does not interfere
with the effectiveness and performance of the police officer.
