The purpose of this chapter is to authorize public officers of the Town of Maine to issue and serve appearance tickets in connection with violations of state statutes, local laws, ordinances, or rules and regulations of the Town of Maine which the public officers are authorized or required to enforce.
The following public officers of the Town of Maine are hereby authorized to issue and serve an appearance ticket with respect to violation of a state statute, a local law, ordinance, rule or regulation of the Town of Maine that such public officers are, respectively, required or authorized to enforce:
A. 
Building and Code Inspector and Town Constable(s): Chapter 450, Zoning, of the Code of the Town of Maine; building matters; zoning matters; planning matters; health matters; Chapter 400, Subdivision of Land, of the Town Code; Building Code matters; Chapter 332, Mobile Homes and Mobile Home Parks, of the Town Code; Environmental Quality Review Law[1] regulations; Chapter 357, Parks, of the Town Code; Chapter 435, Traffic, Vehicles and Parking, of the Town Code; and all other local laws, ordinances, rules or regulations of the Town of Maine.

B. 
Dog Control Officer: Article 7 of the New York Agriculture and Markets Law and Chapter 200, Animals, Article IV, Dog Control, of the Code of the Town of Maine.
An appearance ticket, other than one issued for a traffic infraction relating to parking, must be served personally, except that an appearance ticket issued for a violation of Chapter 450, Zoning, or Chapter 237, Construction Codes, Uniform, of the Code of the Town of Maine, or any Town sanitation code may be served in any manner authorized for service under § 308 of the Civil Practice Law and Rules.
