The Township shall maintain and provide the same level of benefits as those carried under the previous plan, with the only exception being that the prescription plan offered with the new carrier, Insurance Design Administrators, shall be provided for all employees and their families. The costs of the medical plan and the prescription plan shall be paid by the Township.

Employees of the Township, hired prior to April 15, 2013, shall be entitled to payment of health insurance benefits for the retiree and his/her spouse subject to the following eligibility conditions and the following coordination of benefit provisions with the federal Social Security Medicare and/or Medical Benefits Program. Employees hired after April 15, 2013, shall not be entitled to Township-paid health insurance benefits upon retirement.
A. 
Eligibility criteria.

(1) 
For employees hired on or before April 15, 2013, there are two categories for employee eligibility of benefits upon retirement:
(a) 
An employee of Greenwich Township who retires after 25 years or more of service credit in a state or locally administered retirement system based upon 25 years of full-time employment, including a minimum period of three years of full-time employment with Greenwich Township at the time of retirement, shall be entitled to health insurance benefits for himself/herself and his/her spouse; or
(b) 
An employee of Greenwich Township who retires at the age of 65 years or older with 15 or more years of service of full-time employment with the Township shall be entitled to health insurance benefits for himself/herself and spouse.
(2) 
For purposes of this section, "full-time employment" means the employee worked not less than 35 hours per week and was on the regular payroll of the employer.

B. 
Secondary to other benefits. The benefit provided under this § 120-12 is secondary to any other medical insurance benefit received by the retiree or his/her spouse and shall not be available if such benefit is available from any other source other than through Social Security.
C. 
Coordination of benefits with social security medicare/medicaid program. Any retiree of the Township of Greenwich receiving health insurance benefits under this section is subject to the following limitations and coordination of benefits with the Social Security Medicare program:
(1) 
At age 65 or over, an active employee is covered by the employer's health insurance plan. Medicare is secondary for both Part A and Part B benefits. Persons meeting this condition shall not have Medicare health insurance benefits as primary as required by federal law. Should federal regulations change in this regard, the Greenwich Township health insurance benefit shall automatically change to comply with such changes as required by law. This provision pertains to employees who are not retirees but is included in this section so there is a clear statement of nondiscrimination for such employees as required by federal law.
(2) 
At age 65, a retiree of Greenwich Township shall immediately apply for and receive Social Security Medicare benefits. Social Security Medicare benefits shall be primary and the health insurance benefits provided by Greenwich Township shall be secondary to all benefits paid under the Social Security Medicare program.
(3) 
A person under the age of 65 and retired after 25 years of full-time employment shall be covered by the Greenwich Township health insurance program as primary coverage until that person reaches 65 years of age or is otherwise eligible for coverage under Medicare. Upon such person becoming eligible for coverage under Medicare, such person shall elect Medicare as his/her primary medical insurance benefit, with the Greenwich Township health benefit plan being secondary.

The Township will pay for each employee and family to receive an eye examination and prescription glasses each year. The cost of the glasses and eye examination are not to exceed $250 total per family.
If an employee is killed during active employment, the spouse and children shall receive all medical and dental benefits to which the employee would have been entitled at the time of the employee's death. The benefits for the widow/widower shall continue until such time as said widow/widower remarries. The benefits shall continue for the children until such time as they become emancipated.
All employees shall receive Delta Dental of New Jersey, Inc. Those employees not married shall be enrolled as single members. Those employees that are married but have no children shall be enrolled as two parties, and those married employees having children shall be enrolled as family members. It is the intent of this article that even if an active employee becomes a widow/widower or divorced, the children shall continue to be covered by the plan in effect and in accordance with the current collective bargaining agreement (contract).[2]

The Township shall pay the cost of and maintain a life insurance policy that will pay the beneficiary of the employee $10,000. This policy shall remain in effect until the last day of the insurance month in which that employee leaves the job or retires.
The Township shall provide each employee with weekly income insurance. The Township shall be the beneficiary of the weekly income insurance as long as they are paying the employee's salary. When the employee's sick leave is used up and the Township stops paying his salary, the weekly insurance shall be paid to that employee.
