The R-10 Medium Residential Districts are designed to promote the establishment of a concentrated residential development that utilizes a mix of housing types that provide housing opportunities to greater segments of the community.
A building may be erected or used and a lot may be used or occupied for any of the following purposes and no other, provided that public water and sewer are provided.
A. 
All uses as permitted in R-1, excluding single-family detached dwellings.
B. 
Townhomes, apartments, condominiums.
C. 
All accessory uses permitted in R-1.
D. 
Home occupation and professional uses shall be permitted only as conditional uses when approved by the Planning Board.
A. 
Townhouses.
(1) 
Density, lot area and frontage. A density of not more than six dwelling units per acre will be permitted on the lot. Each lot shall have 2,000 square feet and each lot shall have a minimum frontage of 20 feet. The minimum tract area is five acres with a minimum of 300 feet on an arterial road.
(2) 
Building area. Not more than 60% of the area of each lot may be covered by buildings.
(3) 
Front yard. There shall be a front yard on each street or parking area of not less than 15 feet. If parking is provided on the lot, the front yard shall be 35 feet.
(4) 
The arrangement of units shall be varied by the use of horizontal and vertical offsets. The architectural design should eliminate any repetitive or monotonous visual appearance. The exterior design and dwelling unit mix shall be reviewed by the Planning Board.
B. 
Apartments/condominiums.
(1) 
Density, lot area and frontage. A density of not more than six units per acre will be permitted on the lot. A lot shall be a minimum of five acres with a road frontage of 300 feet minimum.
(2) 
Building area. Not more than 25% of the area of the lot may be covered by building. The total of all impervious coverage on the site shall not exceed 50% of the total lot area.
(3) 
Front yard. The front yard to an arterial road shall be 75 feet. The front yard to a collector road shall be 50 feet.
(4) 
Side and rear yards. The side yard to any adjacent property shall be 50 feet.
C. 
Other requirements. Any development in this district shall make 20% of all dwelling units available for sale or rental pursuant to N.J.S.A. 52:27D-301 et seq. as interpreted by the Council on Affordable Housing. Ten percent of all units developed in this district shall provide housing opportunities for moderate-income families. A "moderate-income family" is defined as a family where the income is between 50% and 80% of the mean income for the region. In addition, another 10% of all units shall be available to low-income families, where their income is less than 50% of the mean income for the region. All affordable units will be deed restricted for resale only for low- and moderate-income families pursuant to COAH regulations.
D. 
Open space. Thirty percent of the total lot area must be open space. A minimum of 50% of the open space must be upland area usable for active recreation.
E. 
Buffers and setbacks.
(1) 
All buildings shall be set back from the street as follows:
(a) 
From an arterial road: 75 feet.
(b) 
From a collector road: 50 feet.
(c) 
From a local road: 35 feet.
(2) 
Setbacks from parking area shall be 15 feet. The distances between buildings shall be 35 feet from the side of one building to the side of another. There shall be 50 feet between front to front or front and rear of all buildings.
F. 
A landscape buffer of 50 feet in width shall be provided along the front property line and a thirty-five-foot buffer along all side and rear property lines.
G. 
Building height and coverage. The maximum building heights shall be 35 feet for all buildings. The maximum building coverage over the entire tract shall not exceed 25%.
H. 
Open space and recreational facilities shall be provided in accordance with the following standards:
(1) 
Open space areas shall be equal to 30% of the gross tract area, with a minimum 50% of that being uplands.
(2) 
An association shall be established for the maintenance of common and private areas.
