[Added 12-18-2007 by Ord. No. 1355;
amended 12-4-2012 by Ord. No. 1451]
The permit fee for the Brook Street Parking Lot, West Shore
Avenue section 2-5, West Quackenbush Avenue (north side, 125 feet
west of Park Avenue), and Washington Street (east side, from Massachusetts
Avenue to Washington Avenue) shall be $120 per year, as of January
1, 2013, for Dumont Borough residents and business proprietors and
their employees. The permit fee for nonresident commuters shall be
$180 per year.
A.Â
This parking article shall be in effect Monday through Friday, every
week of the year. No parking shall be permitted in any location covered
hereunder from 2:00 a.m. through 5:00 a.m. any day of the year.
B.Â
No vehicle shall be parked in the parking lot(s) and/or parking area(s) designated in § 21-34, supra, between the hours of 9:00 a.m. and 5:00 p.m., Monday through Friday, except legal holidays, unless:
(1)Â
The vehicle is owned or operated on a regular basis by a Borough
of Dumont resident and the vehicle has displayed on its rear window
a current parking permit; or
(2)Â
The vehicle is owned or operated on a regular basis by a nonresident
who is employed by the Borough of Dumont, or any other entity or employer
located in the Borough, and the vehicle is so identified by a current
parking permit displayed on its rear window.
All residents and employees of businesses located in the Borough
of Dumont with a valid driver's license and vehicle registration are
eligible to obtain a parking permit at the resident fee. Nonresident
employees shall present a pay stub no more than 30 days old as proof
of employment by a Borough employer. Such permits shall be distributed
on a first-come, first-served basis, upon presentation of the documents
set forth herein evidencing a current Dumont residential or employment
address. A parking permit may be obtained from the office of the Dumont
Municipal Clerk, located at 50 Washington Avenue, between the hours
of 9:00 a.m. and 4:00 p.m., Monday through Friday.
Each permit issued by the Borough shall be valid for the permit
year. If a permit is purchased after 180 days after the start of the
permit year, said permit fee shall be prorated to 1/2 of the permit
fee amount.
A.Â
The provisions of this article imposing a time limit on parking shall
not relieve any person of the duty to observe other and more restrictive
provisions prohibiting or limiting the stopping, standing, or parking
of vehicles set forth in N.J.S.A. 39:4-138.
B.Â
The creation of a parking permit for specified parking lots and/or
areas by this article shall have no effect upon metered parking spaces
in and around the area. Parking metered spaces shall be available
to all vehicles, with or without a residential permit. A residential
parking permit shall not exempt a resident when parked in a metered
space from purchasing time from the meter at the established rate.
Any person who violates any provision of this article shall,
upon conviction thereof, be punished by a fine not exceeding $250.
A separate offense shall be deemed committed on each day during or
on which a new violation occurs or continues.
