Roof leaders, surface drains, groundwater drains or other drains carrying large amounts of surface water shall be disconnected from and prevented from discharging into the public sanitary system by June 30, 1978. All roof leaders and/or downspouts shall be discharged onto ground-level splash blocks in such a manner that does not create a nuisance or prejudice the rights or damage the property of others or the general public.

Variances shall not be granted where a practical change can be made in the location of the downspout or discharge.
