Sump pumps may be discharged into the sewer
from November 1 through April 15. All sump pumps installed for the
purpose of discharging stormwaters and other clear waters, including
those from foundation drains and ground infiltration, shall be installed
and maintained to discharge as follows:
A. At least three feet away from the building of origin
at the front of said building or such other location approved by the
Plumbing Inspector.
B. Onto the property of origin. In no event shall a sump
pump, whether by hose, trench or in any other manner, be installed
or maintained to discharge, run or flow onto an adjacent property.
The Building Inspector or designated representative
of the Village may enter upon any public or private premises and make
inspection thereof at any reasonable time. Any person who shall resist
or obstruct any lawful exercise of authority by the Building Inspector
or designated representative of the Village shall be subject to the
penalty provided herein.
Roof leaders, surface drains, groundwater drains
or other drains carrying large amounts of surface water shall be disconnected
from and prevented from discharging into the public sanitary system
by June 30, 1978. All roof leaders and/or downspouts shall be discharged
onto ground-level splash blocks in such a manner that does not create
a nuisance or prejudice the rights or damage the property of others
or the general public.
Variances may be obtained from the Building
Inspector when it can be shown that it is physically impossible to
discharge the water onto areas other than public sidewalks or locations
involving the rights and safety of the public or adjoining property.
Variances shall not be granted where a practical change can be made
in the location of the downspout or discharge.

All persons must comply with this article within five working days after receiving written notice of the violations. All persons in violation thereafter shall be punishable as provided in Chapter
1, §
1-4, General penalty, of this Code.
