[Adopted 1-6-1997 by L.L. No. 3-1997 (Ch. 37, Art. I, of the 1979 Code)]
No person, partnership or corporation shall by any means, without the prior written consent of the Board of Trustees of the Village of Delhi, place or put an obstruction of any kind on any public street of the Village of Delhi. No property owner or tenant shall permit or place any obstruction on any sidewalk of the Village of Delhi by any means, including but not limited to stones, dirt or any other material or substance which impairs, impedes or hinders the use of any sidewalk in the Village of Delhi. Trees and shrubs shall be trimmed or removed so as to permit full use of the sidewalks.
The Superintendent of Public Works shall give any person violating this article 30 days' prior written notice describing the obstruction and advising him/her of the penalty in the event that the obstruction is not removed within the ensuing 30 days. In the event of an emergency, the Superintendent of Public Works shall have the authority to remove said obstruction.

Any person violating any of the provisions of this article shall be liable to pay a penalty of not more than $250 or to imprisonment for not more than 15 days, or both, for each violation thereof.
