Unless a specific penalty is provided elsewhere or in any other resolution, ordinance or local law for a particular violation, any person committing an offense against any provision of any chapter of this Code, or of any other resolution, ordinance or local law which refers to this article, shall, upon conviction, be guilty of a violation pursuant to the Penal Law of the State of New York, punishable by a fine not exceeding $2,000 or by imprisonment for a term not exceeding 15 days, or by both fine and imprisonment.
