GENERAL REFERENCES
Salaries and compensation — See Ch. 60.
The Mayor, Trustees and Village Justices shall be elective offices.
It shall hereafter be the responsibility of the Board of Trustees
to:
A.
Appoint all department heads, members of any Board of Commissioners,
nonelected officials and employees of the Village by a majority vote
of the Board of Trustees, including the Mayor.
B.
Fill all vacancies in offices, whether by election or appointment,
caused by other than expiration of the terms, to the extent and for
the periods set forth herein:
(1)
For appointive offices, for the balance of unexpired terms.
(2)
For elective offices:
(a)
If such vacancy occurs more than 20 days prior to the third
Tuesday of the month preceding the end of the current official year,
for the balance of such year.
(b)
If such vacancy occurs 20 days or less prior to the third Tuesday
of the month preceding the end of the current official year, for the
balance of the year, and if the term of office does not expire at
the end of such year, by further appointment to the end of the next
official year.
C.
To exercise exclusive supervision, including the power of termination,
over the conduct of the police and all other department heads, members
of any Board of Commissioners, nonelected officers and employees.
The Board of Trustees may delegate the power to appoint certain
officers and employees to other officers and employees.
A special election to submit the local law for approval by a
majority of the qualified electors of the Village of Lancaster will
be held from 12:00 noon to 9:00 p.m. on the first Wednesday following
the expiration of 60 days from the date of the adoption of this local
law by the Board of Trustees.[1]

Sections 3-301, Subdivision 3, 4-400, Subdivision 1c and e,
3-308, Subdivision 5, and 3-312, Subdivision 3, of the Village Law
and that portion of § 244-7 of the Plumbing Code of the
Village of Lancaster authorizing the Mayor to appoint a Plumbing Inspector,
are hereby repealed.
