A certain document, three copies of which are on file in the office of the City Clerk and in the office of the Department of Inspections and Permits, being marked and designated as the "International Property Maintenance Code 2012," as published by the International Code Council, is hereby adopted as the Property Maintenance Code of the City of Salem; for the control of buildings and structures as herein provided; and each and all of the regulations, provisions, penalties, conditions and terms of said International Property Maintenance Code are hereby referred to, adopted and made a part hereof, as if fully set out in this chapter, with the additions, insertions, deletions and changes, if any, prescribed in § 163-2 of this chapter.

The International Property Maintenance Code, 2012, is amended and revised in the following respects:
A. 
In Section 101.1 (page 1, second line) insert: "City of Salem."
B. 
Section 103.5 (The Fee Schedule to be on file with the Department of Inspections and Permits).
C. 
In Section 106.4 the following shall be inserted at the end of the section: "The minimum fine for any violation of this chapter shall be $100 and the maximum fine shall be $1,000. The Court shall also have the discretion to impose a fine for each day that the violation persists. The Court shall also have the discretion to impose jail or community service."
D. 
In Section 111.1 the following shall be inserted at the end of the section: "The Board of Appeals referenced in this section shall be the Mayor and Council or their designated representative."
E. 
In Section 112.4 the amount of $100 shall be inserted in the first blank and $1,000 shall be inserted in the second blank.
F. 
In Section 304.14 (page 13, first line) insert: "May 1 to November 31."
G. 
Section 308.1 (page 15) shall be amended to provide as follows: "The owner and/or occupant of every structure shall be responsible to ensure that all exterior property and premises and the interior of structures shall be free from any accumulation of rubbish and garbage."
H. 
In Section 602.3 (page 21, fifth line) insert: "October 1 to May 1."
I. 
In Section 602.4 (page 21, third line) insert: "October 1 to May 1."
J. 
In Section 604.2 (page 22, last line) is hereby amended so as to change the reference therein from "60 amperes" to "100 amperes."
Nothing in this chapter or in the Property Maintenance Code hereby adopted shall be construed to affect any suit or proceeding impending in court or any rights acquired or liability incurred or any cause or causes of action acquired or existing under any act or ordinance repealed by this chapter; nor shall any just or legal right or remedy of any character be lost, impaired or affected by this chapter.

This chapter shall be enforced by the Department of Inspections and Permits.
