A. 
When any vehicle is parked on any highway or public parking lot within the Village during a snowstorm, flood, fire or other public emergency which effects that portion of the public highway or parking lot upon which said vehicle is parked, said vehicle may be removed by or under the direction of the Police Department.
B. 
When any vehicle is parked on any highway or public parking lot within the Village where said vehicle constitutes an obstruction to traffic, said vehicle may be removed by or under the direction of the Police Department.
A. 
After removal of any vehicle as provided in this article, the Police Department may store or cause such vehicle to be stored in a suitable place at the expense of the owner.
B. 
Such owner or person in charge of the vehicle may redeem the same upon payment to the person with whom the vehicle is stored of the amount of all expenses actually and necessarily incurred in effecting such removal and storage.
C. 
Official towing and storage services. The Board of Trustees shall provide for the licensing of official towing and storage services. A license shall only be issued when the applicant has:
(1) 
Demonstrated that he is bonded in an amount deemed reasonable by the Board of Trustees pursuant to a resolution.
(2) 
Agreed, in writing, to indemnify and hold harmless the Village from any and all claims in connection with the removal and/or storage of a vehicle pursuant to the terms of this article.
(3) 
Presented and agreed, in writing, to adhere to a schedule of towing and storage fees, which schedule may not be amended except after 30 days' prior notice in writing to the Village.
(4) 
Agreed, in writing, that the Village retains the right to award removal and storage opportunities to license removal and storage services on a rotating basis and that the applicant will not interfere with the rotation schedule.
It shall be the duty of the Police Department to ascertain to the extent possible the owner of the vehicle or the person having the same in charge and to notify him of the removal and disposition of such vehicle and of the amount which will be required to redeem the same. Said Police Department shall also without delay report the removal and disposition of any vehicle removed as provided in this article to the Village Clerk.
