No person owning property within the Town shall permit to grow or pollinate upon his premises any weeds or grasses, burdock, Canada thistle, bindweed or creeping jenny, leafy spurge, bull thistle, sow thistle, wild mustard, yellow rocket, yellow dock, Russian thistle, giant foxtail, English charlock, musk thistle, velvet leaf, quack or quitchgrass, wild radish, buckhorn plantain, goatsbeard, harmful barberry, and marijuana, all of which cause or produce hay fever in human beings, exhale unpleasant or noxious weed odors or conceal filthy deposits. In order to prevent such growth and pollination, it shall be the duty of every property owner to mow or cause to be mowed upon his premises all grasses or weeds exceeding one foot in height and in such manner as shall effectively prevent them from bearing seed or spreading to adjoining property.
It shall be the duty of the Weed Commissioner to enforce §§ 66.0407 and 66.0517, Wis. Stats., and this chapter.
A. 
The Town Chairperson shall appoint one Commissioner of Noxious Weeds on or before May 15 in each year; such Weed Commissioner shall take the official oath which shall be filed in the office of the Town and shall hold office for one year or until a successor is qualified. The Weed Commissioner shall receive such compensation as shall be determined by the Town Board.

B. 
The Weed Commissioner shall destroy or cause to be destroyed noxious weeds, and the Weed Commissioner and his/her appointees are further empowered to enter upon public and private lands and to cut or remove the accumulation or growth of weeds, grass, brush, or other rank or offensive vegetation which has grown to a height greater than 12 inches.

C. 
Noxious weeds shall be eliminated under the notice and charge provision of § 66.0517, Wis. Stats. All other weed elimination or vegetation control shall be charged as a special charge for current services rendered under § 66.0627, Wis. Stats., with or without notice to the property owner.[1]
