No person shall create any unreasonably loud, disturbing or unnecessary noise in the Village, so as to disturb, annoy or endanger the comfort, health and peace or safety of the public and adjoining property owners. Noise of such character, intensity or duration as to endanger or disturb public comfort, peace or repose or to be detrimental to the life or health of any person is hereby declared to be a nuisance.
No person shall sound any horn or signal device on any automobile, motorcycle, bus or other motor vehicle whether the same is in motion or not, except as a danger warning signal; nor create by means of any such horn or signal device any unnecessary noise, or any unreasonable loud, harsh or prolonged sound; nor sound such horn or signal device for an unnecessary and unreasonable period of time. This section shall not apply to vehicles of the Departments of Fire, Police or ambulances while responding to an emergency.
No person shall operate or play any radio, phonograph, tape recorder, television set, or any musical instrument in such a manner as to allow the sound to be audible beyond the property line so as to disturb, annoy or endanger the comfort, health and peace of the public and adjoining property owners.
No person shall keep any animal or bird, which by causing frequent or long continued noise, shall disturb the comfort or repose of any person.
No person shall operate any motor vehicle within the limits of the Village in such a manner as to cause the same to backfire and create thereby a noise of such character, intensity or duration as to disturb public comfort, peace or repose, and no person shall operate any vehicle so out of repair, or in such a condition as to create any noise of such a character, intensity or duration as to disturb the public comfort, peace or repose.
No person shall discharge or cause to be discharged into the open air the exhaust of any steam engine, internal combustion engine, motor vehicle or motor boat engine, except through a muffler or other device which will effectively prevent loud or explosive noises therefrom of such intensity as to disturb the public peace, comfort and repose.
No person shall operate a motor vehicle in the Village in such a manner as to cause the tires thereof to produce a loud or raucous noise.
Any person owning or having the care, custody or charge of any dog, shall so care for and confine such dog as to prevent the barking or howling of such dog from disturbing the peace and quiet of persons residing in the surrounding neighborhood.
No person shall fire any pistol, cane, cannon or other device which uses blank cartridges within the Village unless such use is by an official of sporting event.
Any violation of this chapter shall be punishable by a fine of not less than $25 nor more than $100 upon each conviction.
