Rules and regulations herein have been set forth for the protection, safety, and enjoyment of park patrons. Park controls are also subject to any applicable state laws and regulations.
As used in this chapter, unless the context or subject matter otherwise requires:
PARKS
The grounds, buildings or any structures of every kind, nature and description thereon, waters therein, and any other property necessary for the operation thereof, and constituting a part thereof, which is now or may hereafter be maintained, operated and controlled by the Village of Clyde for public park and recreation facility purposes.
A. 
It shall be unlawful for any person to be on the premises of a Village park between the hours of dusk to dawn of the following day except when there are authorized programs under the supervision and/or direction of the Village or by the issuance of a park permit as defined hereafter.
B. 
Access to the Clyde Blockhouse will be granted by contacting the Village Clerk and/or the Department of Public Works (DPW) Superintendent.

C. 
Access to the bathroom facilities at Lauraville Landing will be granted by contacting the Village Clerk or the DPW Superintendent during normal business hours. To gain access after normal business hours, go to www.clydeny.com.

Issuance of park permits shall require the approval of the Village Board, when applicable. All permits shall be issued by the Village Clerk. Such a permit shall authorize usage of park facilities under park regulations. Permits are to be displayed by the individual in charge as designated on the permit.
Any group of persons, exceeding 25 in number, utilizing park facilities for more than four hours of any day shall obtain a permit at least seven days prior to the utilization of the park facilities.

A. 
Camping or campsites within Central Park or Heritage Park shall be prohibited.
B. 
Camping is allowed at Lauraville Landing with a permit. To obtain a permit, contact the Village Clerk.
C. 
No fires shall be permitted on park property except in designated areas and fireplaces.
A. 
No person shall disturb the peace and good order in any park by fighting, quarreling, or wrangling with loud voices or shouts, threatening by violence to the person or property of others, or engaging in riotous clamor or tumult.
B. 
No person shall congregate with other persons in a public place and refuse to comply with a lawful order of the police, or Village officer or employee in charge to disperse or leave the park.
C. 
No person shall have or carry any firearms, switchblade, hunting knife, slingshot, dagger, metal knuckles, or other dangerous weapons concealed on or about his or her person while in the park.
D. 
No person shall use obscene, profane or abusive language while in the park.
E. 
No person shall loiter in or near park buildings.

No person shall engage in the vending, hawking or solicitation for business within Village parks without the issuance of a permit.
No person shall engage in potentially dangerous games involving thrown or propelled objects. All games of any description must be conducted in an orderly and safe manner, with no rough and boisterous practices allowed.

A. 
No person shall deface, disturb, destroy, or remove any part of a park, whether it be buildings, signs, equipment, shrubs, trees, or other material found within the park. Use of metal detectors is prohibited in Village parks without prior approval.
B. 
No flowers, bushes or trees shall be planted that are not consistent with the Village Master Plan without prior approval.
A. 
No person shall take or attempt to take or kill, injure or unnecessarily disturb any fish, waterfowl, birds or animals within park confines. Fishing is allowed at Lauraville Landing only.

B. 
No person within the confines of the park shall hunt, pursue with dogs, trap or in any way molest any wild bird or animal found within the park, or rob or molest any bird nest or take eggs of any bird.
A. 
No person shall bring into, permit, have or keep within the parks any dog, cat, household pet or other animal unless controlled by a leash.
B. 
Any person having control over said pet or other animal shall be responsible for the removal of any waste deposit made by said animal.
All rubbish is to be deposited into receptacles marked for such deposit. No person shall cast, throw or lay any solid or liquid material on land or within park waters.
A. 
It shall be unlawful for any person to have, possess, carry or consume any alcoholic beverages in or upon any Village park except as provided in Chapter 52, Alcoholic Beverages, of the Code of the Village of Clyde.
B. 
It shall be unlawful for any person to have, possess, carry or consume any illegal substances in or upon any Village park.

It shall be unlawful for any person to have, possess, carry or consume any beverage in a container made in whole or in part of glass material; for purposes of this section, any glass beverage container within any vehicle shall be deemed to be in the possession of any person within said vehicle.
No person shall bathe, wade or swim within the park except at such areas as may be designated for that purpose by the Village.

No person shall drive any automobile, motorcycle, snowmobile or other motorized vehicle upon any part of the parks or parkway. Temporary use of the cinder track will be allowed only with prior permission.

This section applies to nonresidents only. Fees or charges may be imposed by the Village of Clyde for usage of park facilities when such are necessary to cover expenses that are not generally a normal operational expense. Such fees or charges shall be regulated by the discretion of the Village Board, and such fee shall be paid to the Village Clerk prior to the issuance of any permit.
No parent, guardian, or custodian of a minor shall permit or allow him/her or her to do any act which would constitute a violation of these rules, regulations or laws.
Any person who shall violate any of the provisions of this chapter, or any rules or regulations promulgated pursuant to this chapter, shall be guilty of a violation and shall be punished by a fine not to exceed $250 or by imprisonment for 15 days, or by both such fine and imprisonment.
