The sale, discharge or use of fireworks, firecrackers,
torpedoes, Roman candles, fire balloons, pistols, canes and cannons
and other appliances using blank cartridges or caps of chlorate of
potash, or any combustive or explosive substance or substance designed
or intended to produce a visible or pyrotechnic effect by combustion,
explosion, conflagration or deflagration, is hereby prohibited, except
when it conforms to state law.
