The review and approval of subdivision applications
shall be governed by this Part 4 and any other land use administration
ordinance of the Township.
A.
The developer may request review by the Board's professionals.
In such event, the developer shall pay the costs for such review and
shall deposit in the escrow account an amount determined by the Board
to be sufficient for the requested review. The developer shall pay
the full cost of an informal review by the Board's professionals.
B.
For major subdivision, the developer is encouraged
to request, and the Planning Board may require, that a public hearing
be held to present and discuss concept plans. Such hearing will be
considered to be informal and will not satisfy the statutory requirement
for a public hearing on an application.
No construction shall occur on any subdivision,
major or minor, until all conditions of approval have been satisfied.
