A.
The Library Advisory Commission shall provide advice
and recommendations relative to the improvement, change and level
of service being provided by the Monroe County Library System to City
residents in the following manner:
(1)
The Library Advisory Commission shall inform the Mayor
and City Council of the impact of City libraries on the community
and make recommendations to the Mayor and City Council on City library
facilities.
(2)
The Library Advisory Commission shall advise the Director
of the Monroe County Library System and make recommendations on the
nature and level of service being provided by the library system to
the community.
B.
The Library Advisory Commission shall function in
an advisory capacity only and shall have no authority to adopt, amend,
modify, alter or rescind any rule or regulation for the management
or use of City libraries.
A.
The Library Advisory Commission shall be comprised
of seven members appointed by resolution of the City Council.
B.
Each member appointed to the Library Advisory Commission
shall reside in the City of Monroe.
C.
Members shall be from a cross section of the community
and shall specifically include representatives of groups or of individuals
who are interested and use the City library facilities. As closely
as possible, members shall constitute a geographic representation
and a representation of all segments of this community.
D.
The term of appointment shall be three years. Appointments
shall be staggered.
E.
If any member, for any reason, resigns or relinquishes
his or her membership on the Library Advisory Commission, a replacement
shall be appointed by the City Council to fill the vacancy for the
remainder of the unexpired term.
F.
If any member misses three consecutive meetings without
a valid excuse, he or she shall be removed. The Chairperson of the
Library Advisory Commission shall notify the City Council of the removal
of that person. The City Council shall designate a replacement consistent
with the provisions of this section.
The Library Advisory Commission shall hold regular
quarterly meetings at a date, place and time to be set by the Commission.
A schedule of meetings adopted by the Library Advisory Commission
shall be provided to the City Council, posted at City Hall, and available
to the general public through the office of the Clerk/Treasurer.

A majority of the members of the Library Advisory
Commission shall constitute a quorum and be necessary for the transaction
of business. If a quorum is not present, those in attendance shall
be named and shall adjourn to a later time.
B.
All meetings of the Library Advisory Commission shall
be open to the public.
C.
Minutes of Commission meetings shall be maintained
in the office of the Clerk/Treasurer. The minutes shall reflect the
date, time and place of the meetings; members present or absent; a
general description of all matters proposed, discussed or decided;
and a record of any votes taken. Minutes of Commission meetings shall
be taken by the Secretary of the Commission and filed with the office
of the Clerk/Treasurer. Approval of minutes shall be considered at
the next regular meeting of the Commission. Copies shall be provided
to City Council.
A.
The Library Advisory Commission shall select a Chairperson,
a Vice Chairperson and a Secretary at the first quarterly meeting
of each year. The Chairperson shall assume the duties of the presiding
officer immediately following his or her election.
B.
The Library Advisory Commission shall adopt written
rules and procedures for the conduct of its business. These written
rules shall include, but are not limited to, defining the duties and
responsibilities of the Chairperson, Vice Chairperson and the Secretary.
A copy of the adopted rules shall be available for public use and
inspection in the office of the Clerk/Treasurer.
C.
The Library Advisory Commission shall have the authority
to participate in the City of Monroe's budgetary process, if funds
are requested.
D.
The Library Advisory Commission shall make a written
report to the City Council annually in January.
