For election purposes, the City of Monroe shall constitute one ward, which shall be divided into six election precincts, as follows:
A. 
First Precinct. The First Precinct for election purposes shall include all lands within the boundaries of the City of Monroe as established, lying south of the River Raisin, west of Harrison Street, to the River Raisin on an extension of Harrison Street.
B. 
Second Precinct. The Second Precinct for election purposes shall include all lands within the boundaries of the City of Monroe established, lying south of the River Raisin, west of Kentucky Avenue, from the River Raisin to East Fourth Street, north of East Fourth Street to Navarre Street, west of Navarre Street to East Seventh, south of East Seventh to Reisig Street, west of Reisig Street to Plum Creek, north of Plum Creek following the City line, east of Harrison Street, to the River Raisin on an extension of Harrison Street.
C. 
Third Precinct. The Third Precinct for election purposes shall include all lands within the boundaries of the City of Monroe as established, lying north of the River Raisin, east of Maple Avenue, south of the River Raisin, east of Kentucky Avenue from the River Raisin to East Fourth Street, south of East Fourth Street to Navarre Street, east of Navarre Street to East Seventh Street, north of East Seventh Street to Reisig Street, east of Reisig Street to Plum Creek, south of Plum Creek following the City line.
D. 
Fourth Precinct. The Fourth Precinct for election purposes shall include all lands within the boundaries of the City of Monroe as established, lying north of the River Raisin east of North Monroe Street and west of Maple Avenue.
E. 
Fifth Precinct. The Fifth Precinct for election purposes shall include all lands within the boundaries of the City of Monroe as established, north of the River Raisin, east of North Telegraph Road and west of North Monroe Street.
F. 
Sixth Precinct. The Sixth Precinct for election purposes shall include all lands within the boundaries of the City of Monroe as established, north of the River Raisin and west of North Telegraph Road.
For election purposes, each election precinct as established in § 47-1 shall also constitute a voting district, with the exception of Precinct Three which shall be subdivided into two voting districts as follows:
A. 
The Third Precinct Voting District North shall comprise all lands lying north of the River Raisin within the established boundaries of Precinct Three.
B. 
The Third Precinct Voting District South shall comprise all lands lying south of the River Raisin within the established boundaries of Precinct Three.
