The purpose of this chapter is to regulate ambulance operations within the City of Monroe, including advanced life support, basic life support and other related services such as extrication, to establish the Monroe Fire Department as the primary provider of such services and to establish a fee schedule for such services.
The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
ADVANCED LIFE SUPPORT
Patient care that may include any care a paramedic is qualified to provide by paramedic education that meets the educational requirements established by the Michigan Department of Consumer and Industry Services - Bureau of Health Systems, or is authorized to provide by the protocols established by the local medical control authority.
AMBULANCE OPERATION
A person or entity licensed by the State of Michigan Department of Consumer and Industry Services to provide emergency medical services and patient transport, for profit or otherwise.
BASIC LIFE SUPPORT
Patient care that may include any care an emergency medical technician is qualified to provide by emergency medical technician education that meets the educational requirements established by the Michigan Department of Consumer and Industry Services - Bureau of Health Systems, or is authorized to provide by the protocols established by the local medical control.
EMERGENCY
A condition or situation in which an individual declares a need for immediate medical attention for any individual, or where that need is declared by emergency medical services personnel or a public safety official.
EMERGENCY MEDICAL TECHNICIAN
An individual licensed to provide basic life support.
PARAMEDIC
An individual licensed to provide advanced life support.
The Monroe Fire Department will be the primary responder to all medical emergencies within the City of Monroe and will provide advanced life support, basic life support and other related services. Other ambulance operations must notify the Chief of Fire of their intent to operate within the City of Monroe. Other ambulance operations must participate in a mutual aid pact, and recognize the Monroe Fire Department as primary responder to all emergency medical responses.
The Monroe City Council will establish a fee schedule for ambulance operations and related services. This schedule will be updated as recommended by the contracted billing agency and approved by the City Council.
The Chief of Fire will coordinate with the contracted billing agency for submission of bills and the subsequent payment of claims.
Any person or entity liable for the expense of ambulance transport or related services, who fails to reimburse the City through its contracted billing service within 90 days of invoice, shall be in default. If the person or entity who is liable for the debt refuses to pay the debt, and owns real property within the City, the debt will be charged against the real property, reported to the Assessor and levied by him or her as a special assessment upon the real property. The special assessment shall be subject to review, after proper notice is given as in all other cases of special assessments provided for by the City Charter. When such tax is confirmed, it shall be a lien upon the real property and shall be collected in the same manner as other City taxes, or the City may file suit to collect the same.
