A. 
The City of Monroe adopts by reference the Michigan Vehicle Code, 1949 P.A. 300, MCLA §§ 257.1 to 257.923, including such amendments made thereto from time to time, excepting those provisions of the Michigan Vehicle Code as may be specifically amended or deleted in the Code of the City of Monroe.
B. 
All sections of the Michigan Vehicle Code adopted herein shall be identified and designated with the prefix "590," which is the identification number (ORI) of the Monroe Police Department in the Michigan State Police Law Enforcement Information Network (LEIN). Example: Michigan Vehicle Code (Michigan Compiled Law) Section 257.625 prohibits operating while under the influence of intoxicating liquor. As adopted herein, this offense would now be identified and cited as 590.625; a violation of the Michigan Vehicle Code as adopted by the City of Monroe.

References in the Michigan Vehicle Code to "local authorities" shall mean the City of Monroe.

The City of Monroe shall enforce the requirements of the Michigan Vehicle Code as adopted herein.

The penalties provided by the Michigan Vehicle Code are adopted by reference. The City of Monroe may not enforce any provision of the Michigan Vehicle Code, as adopted herein by reference, for which the maximum period of imprisonment is greater than 93 days; provided, however, that a violation of MCLA § 257.625(1) (c) may be enforced and is punishable by one or more of the following:
(1) 
Community service for not more than 360 hours.
(2) 
Imprisonment for not more than 180 days.
(3) 
A fine of not less than $200 nor more than $700.

The City of Monroe does not, by adoption of the Michigan Vehicle Code by reference, incorporate any of the provisions of the Michigan Vehicle Code calling for the disposition of criminal and civil fines for the benefit of any other entity or agency and directs that any and all fines and costs be collected and paid to the general fund of the City of Monroe.
In the event of a conflict between any of the provisions of the Michigan Vehicle Code, as adopted herein by reference, and a provision of Chapter 199, Article I, of the Code of the City of Monroe, as said conflict is related to bicycles, the provision so contained in Chapter 199, Article I, shall control.
The City Clerk shall publish this article in the manner required by law and shall, at the same time, publish a supplementary notice setting forth the purpose of the Michigan Vehicle Code and the fact that a complete copy of the Michigan Vehicle Code is available at the office of the City Clerk for inspection by the public during normal business hours.

All proceedings pending and all rights and liabilities existing, acquired or incurred under the Code of the City of Monroe, or the Uniform Traffic Code, as adopted by the City of Monroe, at the time this article takes effect are saved and may be consummated according to the law in force when they are/were commenced.
B. 
This article shall not be construed to affect any action pending or initiated before the effective date of this article in accordance with the rights and liabilities existing, acquired or incurred under this chapter and Chapters 199, 216 (Article I), 440, 445, 474, 485 and 593, as set forth above.
