A. 
The Township of Chester has within its borders natural conditions, including but not limited to, topography, soil types, water supply, drainage, wetlands, marshes and woodlands. It also contains significant groundwater resources and aquifers.
B. 
Utilization of off-lot sewage facilities and/or treatment plants for off-lot use raises air and water pollution problems, noise, damage to plants, trees, wildlife and related issues.
The Township of Chester meets its residential and commercial water and sewage needs through the utilization of on-lot private wells and private septic systems or private treatment plants.
No sewage facility, septic or treatment plant constructed on a residential or commercial lot in the Township of Chester shall provide sewage service to any other lot, either in the Township of Chester or elsewhere. Sewage facilities, septic or treatment plants shall be restricted for use exclusively for the lot on which the sewage facility, septic or treatment plant is constructed.
