A. 
Notification of discharge. A user of the sewage system shall notify the Village immediately upon accidentally discharging wastes in violation of this chapter. This notification shall be made within 15 days upon such discharge by a detailed written statement describing the causes of the accidental discharge and the measures taken to prevent future occurrences. Such notification will not relieve users of liability for any expense, loss or damage, including but not limited to the sewer system, treatment plant or treatment processor, for any fines imposed on the Village under applicable state and federal regulations.
B. 
Submission of detailed plans shall be required by industries upon entering the Village of Clyde sewer system, and such plans must detail all facilities and operating procedures. Such plans should pin point any indirect connections or entry points to the sewer system. This is to provide protection from accidental discharge of deleterious materials or wastes regulated by this chapter.
C. 
Cancellation of permit. Any permit issued pursuant to this chapter shall be subject to cancellation after a hearing in the event of a finding by the Sewer Commission at such hearing that the user or holder of a permit of the sewerage system has violated any of the provisions of this chapter. Such hearing shall take place on 10 days' written notice to the holder of a permit or user. Upon any cancellation provided for in this section or otherwise in this article, the Sewer Commission may terminate the use of the sewer by severing the connection to the sewerage system.
D. 
Injunction; money damages. Any person violating any provision of this chapter shall be responsible in money damages for all harm and damages whatsoever, and including but not limited to any injury to the sewer system or expense caused to the Commission by such violation. This money may be collected by civil action in the Supreme Court of the State of New York. Obedience of this chapter may also be enforced by injunction or other legal or equitable relief.
E. 
The Village is authorized to issue an order to cease and desist and direct those persons not complying with such prohibitions, limit requirements or provisions of this chapter or the wastewater discharge permit to:
(1) 
Comply forthwith; or
(2) 
Comply in accordance with a time schedule set forth by the Village; or
(3) 
Take appropriate remedial or preventive action in the event of a threatened violation.
Any person violating any provisions of this chapter and interfering with, entering or using said sewerage system without obtaining permission hereunder shall be guilty or an offense and subject to a fine of not less than $50 nor more than $100. When a violation of this chapter or any of the provisions thereof is continuous, each 24 hours thereof shall constitute a separate distinct and additional violation.
