No person shall throw, put or place, or cause to be thrown, put or placed, any snow or ice into any street, public place or thoroughfare in the Village.
No person shall sweep, throw or deposit, or cause to be swept, thrown or deposited, any ashes, dirt, stone, brick, leaves, grass, weeds, or any other debris or rubbish of any kind or any water or liquid, except for purposes of cleansing same, of any kind into any street, gutter or public place or on any sidewalk within the Village.
No person shall throw, put or place, or cause to be thrown, put or placed, any refuse, garbage, tin cans, automobile bodies or other material except dirt and ashes on the Village property commonly known as the "Old Canal" property lying between Glasgow Street and Sodus Street.

A. 
No person shall put or place any object or material upon any public sidewalk or street or other public place which would pose a hazard to or obstruct motor vehicle or pedestrian traffic, except as otherwise permitted in this section. No person shall place, park or leave standing any vehicle, trailer or boat on any street between the sidewalk and the curb or gutter, except as permitted and approved pursuant to § 190-45 of this Code.

B. 
No person shall use any public sidewalk, street or other public place in a manner which could pose a hazard to or obstruct motor vehicle or pedestrian traffic, or in a manner inconsistent with the intended use of such areas, except as otherwise permitted in this section. Such use shall otherwise comply with § 157-2 and/or any subsequent amendments thereto.
C. 
The above provisions shall not apply to the use or obstruction of streets by any municipal department or agency, emergency service, utility company or other authorized contractors, as may be necessary in the discharge of their duties.
D. 
Any person wishing to obstruct or use a public sidewalk, street or other public place may do so only after obtaining special written permission of the Board of Trustees. Any person given such permission shall cause the street or other area to used to be adequately barricaded or safeguarded in a manner approved by the Chief of Police.
E. 
The above-prohibited conduct shall also be considered a public nuisance.
F. 
It shall be the responsibility of the owner of record of the property where the nuisance is located and/or it shall be the responsibility of the abutting owner of record to abate the nuisance and comply with this section.
G. 
It shall also be the responsibility of any tenant or tenants, land contract vendee or vendees and/or the owner of the offending equipment or other apparatus to abate said nuisance.
H. 
Any violation of this section shall result in a fine as provided by law.
